EACC Orders Immediate Stoppage of Salary Payments to Select Civil Servants

On Monday, March 11, the Ethics and Anti-Corruption Commission (EACC) directed the immediate cessation of salary payments to government employees using fraudulent documents.

The EACC issued a directive in response to a report from the Public Service Commission (PSC) that highlighted the widespread presence of individuals with fake credentials securing positions in the public sector.

In its most recent instruction, the EACC has required all public organizations to authenticate the academic and professional credentials of individuals holding public positions within their respective entities.

According to a circular issued by EACC, it has been revealed through investigations that certain public institutions are permitting employees with ongoing cases of academic forgery to either resign or opt for early retirement.

The organizations proceeded to handle the disbursement of terminal benefits without adhering to legal requirements.

“To this end, the Commission advises that all accounting/authorized officers should not process benefits including; pensions or unpaid allowances and accrued leave to persons found to have used fraudulent academic qualifications to gain employment in the public service,” EACC Chief Executive Officer Twalib Mbarak directed. 

If government entities uncover that an employee possesses counterfeit credentials, they are directed to promptly submit a report to the EACC.

The EACC issued the directive just a month after cautioning that specific government entities were protecting employees hired with fraudulent documents.

The caution was issued by the anti-corruption agency in response to findings from The Public Service Commission (PSC) Report on Authentication of Academic and Professional Certificates, revealing that more than 2,000 public servants possessed fraudulent credentials.

The PSC observed that the extensive prevalence of forgeries had adversely affected both the provision of services and the progress of education and the nation’s economy.

The latest directive will impact employees in both the national and county administrations.
