Public Officials to Face Regular Wealth Audits and Financial Penalties for Lost Funds- Ruto
President William Ruto is preparing to revolutionize Kenya’s public sector with an innovative anti-corruption strategy aimed at eradicating widespread financial misconduct within government agencies.
This bold initiative intends to enforce strict regulations on civil servants, emphasizing the need for financial transparency and accountability.
The proposed reforms will require all public employees to disclose their assets, with regular audits to verify their accuracy and ensure integrity.
Public officials who neglect their duties and cause financial losses will face penalties under this new framework.
Ruto underscored the significance of these measures, stating, “We will introduce surcharges against any public accountability officers or other public officers who, through actions of omission or commission, have lost public resources as per Article 225 (201) (d) and Article 232 (b) of the Constitution.”
This comprehensive initiative includes the creation of a unified identification system for all government employees, extending to those in constitutional offices.
Speaking during the swearing-in of the new Cabinet on Thursday, August 8, at State House Nairobi, the President explained that the new framework would establish a centralized wealth repository, enabling more effective tracking and management of financial declarations across the government.

The Ethics and Anti-Corruption Commission reports that a staggering Ksh 608 billion is lost annually to corrupt activities. To counter this, the President announced plans to introduce a zero-based budgeting system starting in the 2025/26 financial year.
This system is designed to overhaul the budgeting and expenditure processes, ensuring that every shilling is accounted for from the ground up.
“We will leverage the power of ICT to drastically reduce opportunities for corruption, conflicts of interest, and abuse of office by digitizing procurement processes to make them open and transparent,” Ruto stated.
This digital transformation is expected to significantly curb corruption by making financial transactions and procurement more visible and traceable.
Ruto has also committed to supporting a transformative agenda within the public sector. “I assure you of my full support in carrying out your duties and executing a reimagined and catalyzed transformation agenda. My support will end if it conflicts with my accountability to the people of Kenya,” he affirmed.
Addressing the issue of delayed legal proceedings, Ruto promised to reform the judicial system to expedite corruption cases. Last month, during a roadside rally in Kilifi, he pledged to amend the law to ensure corruption cases are resolved within six months. “We will not allow corrupt officials to drag their cases in court for up to 10 years,” he asserted.
