Bunyala West MCA Arraigned For Allegedly Defiling 14-Year-Old-Girl
On Tuesday, September 26, Bunyala MCA Carlbenz Okonya was arraigned and charged with defiling a 14-year-old child.
The MCA who was arraigned before the Chief Magistrate of Busia, Edna Nyaloti, pled not guilty and will remain in custody until the matter is resolved.
“A member of the Busia County Assembly was today arraigned before the Busia Chief Magistrate, Hon. Edna Nyaloti for defiling a 14-year-old,” the Office of the Director of Public Prosecutions (ODPP) said in a statement.
During the proceedings, the prosecution filed a motion to oppose bail and surety and requested a 14-day postponement of the hearing.
The prosecution asserts that the two-week period will enable the witness protection agency to evaluate the victim and her family and place them under protection while investigations continue.

Nonetheless, the MCA for Bunyala West pled not guilty to the allegations.
The MCA will remain in custody until a decision is rendered on the prosecution’s application on September 28, 2023, at which time the court will decide whether to grant the suspect bail, a surety, or neither.
“The Bunyala West Member of the County Assembly pleaded not guilty to the charges and will remain in custody pending a ruling on the prosecution application to be delivered on 28/9/2023,” the statement read in part.
A person who commits an act that results in penetration with a minor is guilty of defilement under the Sexual Offense Act No. 3 of 2006.
The Act further states that a person who commits an offense of defilement with a minor aged eleven years or less shall upon conviction be sentenced to life imprisonment.
If found guilty of the allegations, the MCA risks losing his seat.
