Just a day after Public Service Cabinet Secretary Justin Muturi faced heckling while attempting to read President William Ruto’s speech at the burial of former Embu Senator Lenny Kivuti’s son, Senior Presidential Economic Council advisor Moses Kuria has spoken out against the residents.

In a statement on Saturday, January 3, Kuria criticized those who disrupted Muturi’s attempt to deliver the president’s message, calling the act ‘ungodly.’

The heckling occurred at the funeral, which was also attended by former Deputy President Rigathi Gachagua and several allied legislators.

Kuria emphasized that it goes against the culture of the Mt Kenya people to refuse condolences, even from their ‘worst enemy.’

“In our culture, we never reject condolences, even from our worst enemies. Messages are meant to comfort the grieving family, which is why prayers are held publicly. If they weren’t, the clergy would pray privately with the family,” Kuria explained.

Kuria also urged the former senator to publicly distance his family from the heckling.

“I expect Senator Lenny Kivuti to speak out against this ungodly act. You don’t have to like the president, but he has the right to offer his condolences to the family,” he added.

Kuria’s comments followed the incident on Friday when Muturi tried to deliver President Ruto’s condolence message amid loud jeers from the crowd.

Embu County has been experiencing political unrest since the alleged abduction of activist Billy Mwangi.

On December 27, protests broke out in Embu Town, paralyzing business and transport, over the disappearance of Billy, who was reportedly kidnapped on December 21. Demonstrators, led by Manyatta MP Gitonga Mukunji, condemned the actions of state authorities, calling for Billy’s release and decrying the use of extrajudicial methods.

Senior State House advisor Moses Kuria lauded former President Uhuru Kenyatta for reconciling with President William Ruto, signaling significant political developments he intends to spearhead.

In a December 10 statement, Kuria disclosed plans to rejoin the Jubilee Party following the fruitful meeting between Ruto and Uhuru, describing the event as a pivotal step in unifying the political landscape.

Reflecting on his decision to leave Jubilee and establish Chama Cha Kazi (CCK), Kuria admitted he made an error. He expressed his intention to persuade Uhuru to assume the leadership of Jubilee once again.

Kuria explained that his desire to rejoin Jubilee stems from the necessity of uniting the Mt Kenya region under one robust political entity ahead of the next general elections.

“The Mt Kenya region deserves a unified political voice, just like other regions. Leaving Jubilee was a mistake, but it’s not too late to rectify it,” Kuria stated.

“We’ll bring together all regional parties under the Jubilee banner. Just as we did in 2016, we’ll do it again. Jubilee, with President Kenyatta as its leader, is the future. Chama Cha Kazi and I are fully committed to this mission,” he added.

Kuria urged Uhuru, Raila Odinga, and Ruto to collaborate in reviving the stalled Building Bridges Initiative (BBI), which was previously nullified by the courts.

“We cannot rely solely on handshakes and personal alliances to secure our nation. The failure of such efforts proves that Kenyatta and Raila were correct about BBI, and we were wrong,” Kuria admitted.

“I call on Ruto, Kenyatta, and Odinga to unite and resume where BBI left off, delivering a Constitution that addresses Kenya’s evolving realities. BBI Season 2 is an urgent national priority,” he emphasized.

Kuria also commended Ruto and Uhuru for prioritizing national unity over personal differences, despite ongoing speculation about their meeting’s motives.

Moses Kuria’s Cryptic Hint on Cabinet Changes 

On Monday, December 9, President Ruto held a private meeting with his predecessor, Uhuru Kenyatta, in Gatundu.  

The unexpected gathering stirred mixed reactions across Kenya, with some suggesting Uhuru might be lobbying for his allies to secure Cabinet positions.  

Taking to X, Kuria shared a cryptic message tied to the meeting between Ruto and Uhuru.  

While withholding specific details, the former Trade Cabinet Secretary implied a significant announcement could be expected at 4 p.m. on Tuesday, December 10.  

In his post, Kuria urged Kenyans to prepare with pens and notebooks, playfully adding that popcorn might also come in handy.  

“4 p.m. tomorrow. Pen and notebook required. Plus lots of popcorn,” Kuria wrote.  

Kuria’s statement further fueled speculation that President Ruto could be gearing up to unveil additional changes to his administration.

Senior Economic Advisor Moses Kuria has called on the Independent Electoral and Boundaries Commission (IEBC) selection panel to promptly begin the recruitment process for commissioner positions.

In a statement issued on Saturday, December 7, Kuria echoed the concerns of Supreme Court Judge Isaac Lenaola, who raised alarm over the absence of IEBC Commissioners, emphasizing the urgency of addressing the issue.

Acknowledging Justice Lenaola’s observations, Kuria urged the IEBC selection panel to kickstart the recruitment process by Friday, December 13, stressing the need for immediate action to safeguard the country’s electoral stability.

Kuria warned that delays in appointing IEBC Commissioners pose a significant risk to the nation’s democratic processes.

“I urge the panel to convene on Monday and ensure advertisements for the IEBC Commissioners are rolled out by Friday, December 13. Operating without a functioning electoral body puts us in a precarious position,” he stated.

In his remarks, Kuria also criticized Wiper Party leader Kalonzo Musyoka for accusing President William Ruto’s administration of interfering with the selection process for the electoral body.

Kuria asserted that the process would proceed without the Wiper Party’s involvement, adding that the selection panel still had the quorum required to move forward.

“Even without the Wiper Party representative, I agree with Justice Lenaola; the selection panel is quorate,” Kuria reiterated.

On December 6, Justice Isaac Lenaola condemned both the government and opposition for failing to prioritize the appointment of IEBC Commissioners, especially with less than three years remaining until the 2027 general elections.

Speaking at the Regional Conference on Artificial Intelligence, Lenaola also criticized lawmakers for focusing on other legislative matters while neglecting the crucial task of constituting the electoral commission.

The judge expressed concern over the limited time the IEBC Commissioners would have to prepare for the upcoming elections, cautioning that such negligence could undermine the country’s democratic integrity.

“For instance, how can a nation like ours function without an electoral commission? We are in 2024, and the elections are in 2027. When will this commission be ready?” Lenaola questioned.

Moses Kuria has announced that the government will be integrating all pay bills and till numbers with the Kenya Revenue Authority (KRA) to enhance tax collection.

According to the senior advisor of President William Ruto on economic issues, the integration will be done by December 25, 2024.

He explained that the move would help the government raise more revenue to undertake its programmes.

“Come Christmas 2024, all pay bills will also be Virtual Electronic Tax Receipts (ETR) for purposes of KRA,” he announced.

Kuria explained that the collection of taxes had been burdened on the formal sector, yet the informal sector had more people earning incomes through various businesses.

On the other hand, he acknowledged that there would be some resistance, maintaining that the government was keen on implementing the programme fully.

“I know there is going to be some noise but I also want someone to tell me where we agreed that someone should not pay taxes. Maybe I missed that memo” 

“As far as I know, paying taxes is within our constitution and our law. When those people come to our tax bracket maybe those 3 million people (in the formal sector), we will be able to lower the income taxes for them,” he asserted.

The revelation by Kuria came days after Treasury Cabinet Secretary John Mbadi challenged KRA to innovate ways how it will expand the tax base of the country.

According to Mbadi, the taxman needed to leverage technology to enhance tax collection and compliance among various sectors of the economy.

Kuria also appealed to leaders not to misguide their followers, expressing his refusal to be drawn into misleading politics. He acknowledged witnessing attempts by some leaders to misdirect Kenyans and vowed to stay clear of such tactics.

Additionally, Kuria sought forgiveness from Azimio leader Raila Odinga for his harsh remarks during the campaign period.

Former Public Service Cabinet Secretary Moses Kuria now says that the fights between leaders of the Mt Kenya region are what invited the Opposition into government.

Speaking in Githunguri, Kuria said that leaders started fights they did not know how to finish.

He warned against starting such fights, calling on the leaders of the region to be people who strategize to win.

“Mtu usianze vita kama hujui hio vita vile utaishinda na vile utaimaliza. Tuwe watu wa kufanya hesabu ya kushinda. Hata hawa watu wamekuja wa upinzani sababu tulianza vita hatujui jinsi tutamaliza. Ni sisi tumewaalika,” he said during the funeral of two relatives of Kiambu Senator Karungo Thangwa.

This loosely translates to, “Don’t start a fight if you don’t know how you will win it and how you will end it. Let’s be the people who strategize to win. Even those people have come from the opposition because we started the fight and we don’t know how we will end it. We have invited them.”

The former CS correlated the situation to that of a friend they would go to a bar with and after a few drinks he would provoke revelers to think he could fight, but they ended up being beaten and thrown out of the bar.

Kuria insisted that before the leaders call for their unity, they should start with the unity of the people of Mt Kenya.

He said the unity call has his full support but must start with the stalled projects that were started by retired President Uhuru Kenyatta.

The former CS also said they must unite the people before they move the leaders.

“We are talking about the unity of Mt Kenya and I agree with it. Let’s unite to defend our projects that have stalled. Let’s start with the unity of these citizens before making a unity of leaders, on who is big and who is small. Let’s make a unity to say that our road projects are stuck and construction should continue.”

Deputy President Rigathi Gachagua, and a host of Mt Kenya MPs including Gathoni Wamuchomba (Githunguri), James Gakuya (Embakasi North), Njuguna Kawanjiku (Kiambaa), and Senator John Methu (Nyandarua), among others, were present.

Kuria suggested that the political conflicts within the Mt Kenya region led to a diverse government, which included allies of ODM leader Raila Odinga in the cabinet.

“A person shouldn’t start a fight if they don’t know how to win it. And how they’ll finish it, we need to be people who strategize for victory. Even those who have come from the opposition are here because we started a fight without knowing how to finish it. We are the ones who have invited them,” Kuria stated.

“It has become a den of corruption. There are rumors all over that if you want to be hired as a driver, you must give Sh 100,000. There is a price list. It goes up to Sh 5 million for sensitive positions. But you tell me, someone wanting to be hired as a driver, where are they going to get Sh 100,000? That is the benefit of the so-called independence of the PSC that we gave ourselves through the constitution,” said Kuria.

Kuria regretted that the PSC had designed itself as a mill for malpractices and was abetting corruption through the demands for bribes.

According to him, it is unfair to demand hefty amounts from Kenyans who will still be underpaid upon getting the jobs.

“A driver who is going to be paid Sh 20,000, you are asking them to cough Sh 100,000. It is morally unacceptable. The PSC is a rotten place, and I have no doubt about that and I have said it in public and anywhere else I would do. It is unacceptable that you can’t get a job without paying bribes at the PSC,” added Kuria.

Kuria is among the group President William Ruto sent home in July this year.

The president embarked on undertaking changes in the National Executive following rounds of youth-led mass action protests against the government and its supposedly incompetent team.
