    State House Among Govt Institutions which Exceeded Budget in 2023(LIST)

    The National Treasury’s Quarterly Economic and Budgetary Review, published, has identified government entities that exceeded their 2023 spending targets.

    As per the report, ministries and public agencies utilized Ksh1.052 trillion, falling short of the Ksh1.232 trillion target. The total expenditure reached 85.4 percent of the intended goal.

    “Recurrent expenditure was Ksh8.074 trillion against a target of Ksh8.46 trillion, while development expenditure amounted to Ksh2.45 trillion against a target of Ksh3.916 trillion,” Treasury revealed.

    Nevertheless, specific government entities surpassed the allocated spending limits in the examined timeframe.

    According to the assessment covering the period until December 2023, the planned spending for the State House was Ksh4.919 billion, while the actual expenditure reached Ksh5.366 billion.

    This sum, equivalent to an excess expenditure of around 9.09%, includes both recurrent and development costs.

    Additional government bodies that went beyond their assigned budgets include the Independent Electoral and Boundaries Commission (IEBC), the National Police Service, the State Department of Performance and Delivery Management, and the Department of Internal Security and National.

    Furthermore, the Treasury identified additional ministries such as Petroleum, Public Service, East African Community, Culture and Heritage, Basic Education, Cooperatives, and ICT that exceeded their assigned budgets.

    In the evaluation, the State Department of Basic Education stood out with the most notable disparities, surpassing its budget by Ksh15 billion. Similarly, the State Department of Internal and National Security exceeded its allocated funds by Ksh3.8 billion, and the State Department of ICT surpassed its budget by Ksh5.078 billion.

    In the year 2023, the State Department of Basic Education was allocated extra funds to address the needs of Junior Secondary School funding and the Kenya National Examination Council (KNEC).

    “As of December 31, 2023, recurrent expenditures by the State Department for Basic Education, State Department for Higher Education and Research; Teachers Service Commission; State Department for Vocational and Technical Training and the State Department for Public Health and Professional Standards and the State Department for Medical Services (Social Sector) accounted for 47.6 per cent of total recurrent expenditure,” read part of the review.

    The Department of Housing and Urban Development within the State took up the largest portion of overall development spending, comprising 15.6 percent.

    Concerning the allocation of development funds, the State Department for Economic Planning represented 11.3 percent, trailed by the State Department for Roads at 9.6 percent, and the State Department for Transport at 7.7 percent.
