SRC Proposed Salaries Increase with Ksh150,000 Special Allowance

If the salaries proposed by the Salaries and Remuneration Commission (SRC) pass, certain government officials will receive a Ksh150,000 special responsibility allowance.

Prime Cabinet Secretary Musalia Mudavadi and Chief Justice Martha Koome will receive the monthly allowance under the proposed salaries for the 2023/24 and 2024/25 fiscal years.

According to SRC’s explanation, the officials will be compensated for any duties performed outside of their mandate.
In addition, the Deputy Chief Justice, Philomena Mwilu, the Principal Judge, and the Deputy Principal Judge will receive allowances.

Other beneficiaries include members of the National Assembly and the Senate.

“The allowance shall be paid up to a maximum of Ksh150,000 per month to State officers in the Senate and National Assembly whose duties involve added parliamentary leadership over and above the duties stipulated in one’s terms of service, for which a regular salary is paid,” the proposals stated in part.

Beginning with the 2022/23 fiscal year, the allowance was paid to designated offices by SRC guidelines.

Additional Officers Will Receive the Allowance

To the proposals, three Principal Secretaries will also receive the allowance with a maximum of Ksh100,000.

There are PSs responsible for the Ministries of the Interior, the National Treasury, and Foreign Affairs.

On the other hand, the responsibility allowance of the resident judge in the Judiciary was set at Ksh130,000.

In county governments, allowances for Chief Whips, and Deputy Leaders of the majority and minority reached Ksh29,000 per month.

The county assembly committee chair and deputy chief whip will receive Ksh23,000 in special allowances.

Members of the county Speakers panel will also receive Ksh20,000.

Notably, the proposed set allowances are subject to public participation.

President William Ruto, who opposed plans to increase his salary and those of other senior government officials, criticized the commission harshly.

“I’ve informed SRC that there is a globally accepted formula known as compression formula. Our salary increase will be withheld until I hear back from them that they’ve met the criteria.” Ruto declared.

In response, the chair of the SRC, Lyn Mengich, stated that proposals were part of their routine reviews and that they would take Ruto’s directive into account.

“The commission established a four-year review cycle, and we are currently in the midst of the third review cycle.” As a result of Covid-19, the salary structure froze. She stated that the commission has reviewed the salaries as required.
