    Sifuna Reveals How Raila Has Been Misadvised

    Orange Democratic Movement (ODM) Secretary General Edwin Sifuna has accused governors of giving wrong advice to top national leaders, including ODM leader Raila Odinga.

    Speaking on Tuesday during a press briefing with members of the Senate Public Accounts Committee, the Nairobi Senator said governors misled Raila on devolution, judging from some of his remarks at the recent devolution conference.

    Sifuna was reacting to Kitui Senator Enoch Wambua, who claimed governors were misled into believing they were not answerable to the Senate.

    โ€œItโ€™s not that governors have been misadvised โ€“ they are the ones misleading national leaders. They are the ones who misadvised my party leader,โ€ Sifuna said.

    He explained that Raila had earlier supported proposals to strengthen the Senate as a key pillar of devolution but appeared to shift his stance after interacting with governors.

    Praising Odinga as the “father of devolution,” Sifuna said he was surprised by some of Railaโ€™s recent statements, which he believes were influenced by governors.

    During the devolution conference held in Homa Bay on August 14, Raila suggested that oversight of governors should be handled by county assemblies rather than the Senate. He proposed that county-level Public Accounts and Investments Committees should question County Executive Committee members instead of summoning governors to Nairobi.

    โ€œCounty governments should be overseen by county assemblies, not the Senate. It is unnecessary for governors to keep appearing before the Senate in Nairobi,โ€ Raila said.

    He further proposed that governors who serve the maximum two terms should qualify for pensions, just like Members of Parliament, as recognition for their service.

    โ€œIn Parliament, we amended the law so that MPs who serve two terms get a pension. Why canโ€™t we do the same for governors?โ€ Raila asked.
