Senator Claims Raila is Calling Shots in Ruto Govt
A Kenyan senator alleged on November 28 that President William Ruto is not the true power behind the government in Kenya.
Makueni Senator Dan Maanzo revealed on Citizen TV that Raila Odinga holds political influence over Kenya, claiming Ruto relies on him to manage the country’s affairs.
“Right now, Ruto’s administration is leaning on Raila’s guidance. Politically, Raila is the one steering this nation,” Maanzo stated.
Maanzo criticized Ruto’s November 26 visit to Kondele, Kisumu, where the President received a warm welcome during the opening of the 4th African Sub-Sovereign Conference.
This trip marked Ruto’s second visit to Kisumu, a stronghold of Raila Odinga, since forming a government that included leaders aligned with Odinga. His first visit occurred on August 28.
However, Maanzo dismissed the visit, alleging that attendees were paid to show up and suggesting the funds could have been better spent on infrastructure projects.
“The Kisumu senator (Tom Ojienda) was reportedly seen mobilizing the crowds with monetary handouts. Those who didn’t receive money were seen chanting ‘Ruto Must Go’ at the same rally,” Maanzo claimed.

He argued that the money spent on the event could have been used to improve roads in Kisumu or Syokimau rather than fueling political theatrics.
Maanzo also urged Ruto to increase his support for Raila’s African Union Chairmanship (AUC) campaign by allocating more resources and lobbying other African presidents to back Raila.
“The funds Ruto spent on his Kisumu trip could have been better utilized in visiting West Africa to directly campaign for Raila. In the AUC race, presidents are the key voters, and Ruto is uniquely positioned to influence them,” Maanzo emphasized.
He criticized Raila’s current approach of meeting foreign ministers and prime ministers, calling it a waste of time and resources without engaging presidents.
During the Kondele rally, Ruto acknowledged Raila’s role in stabilizing his administration following youth-led protests between June and August that threatened government stability.
Condemning divisive politics, Ruto pledged to continue collaborating with Raila to foster national unity.
