Scandal Unveiled: Governor Nyong’o’s Millions in Irregular Payouts

A recent audit conducted by Auditor General Nancy Gathungu has uncovered various inconsistencies in the spending practices of the Kisumu County Government.

In her report, Gathungu claimed that the Kisumu County Government disbursed Ksh 5.6 million in overdue payments to 63 employees, asserting that these workers were not entitled to that amount.

Likewise, 33 staff members received excess payment totaling Ksh1.7 million in their basic salaries, while sixteen employees were overpaid Ksh304,181 in leave allowances.

“For the twelve months from July 2022 to June 2023, five employees had an overpayment of house allowance totalling Ksh 224,900,” the Auditor General stated.

Additional inquiries were made regarding the disbursement of Ksh3 million to the council of governors. As per the Auditor General’s report, this sum included Ksh2 million allocated for yearly intergovernmental contributions and Ksh1 million designated for annual legal fee contributions.

“However, Management did not justify the payments since the Council has its own budget as provided by Section 37 of the Inter-Governmental Relations Act, 2012,” Nacy Gathungu stated.

“In the circumstances, Management was in breach of the law,” the Auditor General added.

Governor Anyang’ Nyong’o faced scrutiny for the unauthorized spending of Ksh5 million on Kisumu All Stars football players and coaching staff.

As per the Auditor General’s report, the county government’s information revealed that although the employees were initially hired as revenue officers, they were reassigned to the Department of Sports to work as support staff.

“In addition, evidence of the tasks for which they were paid, their job descriptions, duty stations, and their terms of engagement were not provided for review,” read part of the statement by Nancy Gathungu.

“In the circumstances, the value for money regularity of the expenditure of Ksh5 million on compensation to employees could not be confirmed.”

The auditor general also brought attention to other dubious issues, such as the irregular granting of contracts and the improper cessation of construction on a cancer center at Jaramogi Oginga Odinga Referral Hospital.
