Ruto Pulls Plug on Ex-MP Mogaka’s Ambassador Appointment
President William Ruto has canceled the appointment of former West Mugirango MP Vincent Kemosi Mogaka as Kenya’s High Representative to Ghana.
Mogaka’s name was removed from a new gazette notice dated May 3, 2024, which listed the names of newly appointed High Commissioners, Ambassadors, Permanent Representatives, and Consuls-General for Kenya’s Foreign Missions.
Mogaka was originally part of the list of designated envoys in Gazette Notice No. 5162.
“Under the authority granted by Article 132 (2) (e) of the constitution, I, William Samoei Ruto, President of Kenya and Commander-in-Chief of the Defence Forces, have appointed the following individuals as High Commissioners, Ambassadors, Permanent Representatives, and Consuls-General in Kenyaโs Foreign Missions. Gazette Notice No. 5162 of 2024 is rescinded,” stated Gazette Notice number 5351, which omitted Mogaka’s name.
Sources at State House informed Gossipa2z.com that Mogaka’s inclusion in the earlier gazette notice was unintentional.

Mogaka declined the appointment of High Representative due to personal reasons.
All other nominees underwent vetting and were approved by the National Assembly, except for Mogaka, who did not attend.
Kemosi wrote to the National Assembly Committee on Defence, Intelligence and Foreign Relations, stating he would not appear for the approval hearing because he declined the nomination.
In the letter read by Committee chairman Nelson Koech, Kemosi explained his decision was based on pressing personal and family matters.
โI want to let you know I will not be able to appear before the Committee for the formal hearing as scheduled,โ the letter reads.
โThis is due to my personal and compelling family issues that prevent me from accepting the position of High Commissioner to Ghana as nominated by the President on March 9, 2024.โ
โTo avoid wasting time on this crucial Parliamentary matter and in accordance with the relevant Act, please note this letter serves as notice of my non-attendance.โ
โI appreciate your invitation.โ
President Ruto is expected to nominate a replacement for the role.
