Ruto Implements Single Pay Bill for Government Funds
On Friday, June 30, President William Ruto announced the closure of all Pay Bill Numbers. Except one that will be used to transfer all government funds to the National Treasury.
President Ruto stated during the launch of Gava Mkononi. A mobile app version of e-Citizen, that his government was realigning financial management to increase efficiency and reduce corruption.
The Head of State explained that different government agencies utilized different Pay Bill Numbers, which confused citizens seeking services. Thus, all government funds will be transferred via Pay Bill number 222222.
Ruto stated, “We must shut down the remaining Pay Bill Numbers and retain only one that will channel all government funds through the Treasury.”
According to Ruto, there was no reason for a single government to operate so many Pay Bill Numbers. That routed funds to different bank accounts.
He explained that the diverse Pay Bill Numbers had made it difficult for the government to track financial flow. And reconcile accounts for responsible management.
Ruto stated that the numerous Pay Bill Numbers made it difficult for the Office of the Auditor General to perform an accurate audit of the accounts. He stated that his government was transitioning from traditional to more efficient methods.

Ruto stated that the 222222 Pay Bill Number is a cost-effective method. For collecting payments due to the extremely low fees associated with it.

Mobile money Pay Bill numbers is a method for businesses and governments to collect payments from those utilizing mobile money services to acquire services or goods.
When a customer wishes to pay a bill with mobile money, they enter the business’s pay bill number into their mobile money application. Each business or government that accepts mobile money payments is assigned a unique identifier known as the pay bill number.
