Ruto Blasts ‘Clueless’ CSs and PSs on Dockets
On Tuesday, President William Ruto lost his temper over what he dubbed “Cabinet Secretaries and Principal Secretaries who have scanty information about their dockets.” Ruto said these individuals should not be in their positions because they lack sufficient information.
Ruto, who was speaking at the State House at the signing of performance contracts, said that some of the Cabinet Secretaries and Permanent Secretaries are unaware of what is going on in their respective departments and ministries.
This is your department, that is the job that you have; you are not a messenger, you are not a security person, you are not a photographer, and you are not a watchman,” he continued. “I contact numerous PSs and ask them what is happening on here and they have no clue and this is your department, that is the job that you have.”
“You are the minister or the principal secretary, and you don’t have any information; how are you supposed to govern a ministry, a department, or a parastatal if you don’t have any information? That represents the very pinnacle of incompetence.

Although Ruto stated that the PSs and CSs are the ones who are meant to counsel him, it appeared that he had a better understanding of what was going on in their dockets than they did.
He questioned how they could give him advice if they were unaware of the information they were supposed to have, and he encouraged them to cultivate a culture of reading so that they could become more familiar with what was going on.
The President has stated that the only way for them to be able to make the best choices is to read more.
He cautioned, “You can never make the right decisions if you do not have the correct information; it will all be a game of guesswork.” “I take time for myself to read….you can never make the right decisions if you do not have the correct information,” he said.
