Ruto Asked to Deploy 5 Police Officers Per Chief for Enhanced Security
National government officials, spearheaded by Regional Commissioners Chair Dr. Abdi Hassan, have urgently requested President William Ruto to accelerate the deployment of police officers to safeguard chiefs nationwide.
During a meeting at the Kenya School of Government, Kabete, on Tuesday, August 20, Dr. Hassan highlighted the growing threat to chiefs, who have recently faced violent assaults.
Dr. Hassan urged the swift establishment of the National Government Administration Police Unit (NGAPU), emphasizing its critical role in supporting civil and security duties.
While acknowledging ongoing efforts by the CS and PS, Dr. Hassan stressed the need for expedited action to enhance enforcement capabilities.
He underscored the pressing need for police protection for chiefs, citing recent attacks, injuries, and fatalities while performing their official duties.
The proposal includes assigning five police officers to each chief to improve their security during their grassroots operations.

Dr. Hassan also addressed the misconception that National Government Administration Officers (NGAOs) lack a role in security matters due to their exclusion from the Constitution’s list of security organs.
He urged President Ruto to issue an executive order to bolster NGAOs’ coordination role, stressing their vital contribution to law and order despite their civilian oversight.
Dr. Hassan requested increased funding for the ministry to enable NGAOs to effectively deliver their services, highlighting needs in training, digitization, and coordination of national government functions.
The meeting, attended by Regional Commissioners, County Commissioners, and Deputy County Commissioners, underscored the essential role of NGAOs in managing local government operations.
Chiefs, being at the grassroots level of Kenya’s justice system, play a crucial role in conflict resolution and are in constant contact with the community.
