    President Ruto Approves 2023 Division of Revenue Bill

    President Ruto Approves 2023 Division of Revenue Bill

    The Senate voted to pass the Division of Revenue Bill, 2023, last week, and President William Ruto has now signed it into law.

    On April 20, the bill was discussed and approved by the Senate without any amendments to the form that it had been approved by the National Assembly.

    This allotted counties Ksh.385 billion for the fiscal year 2023/24, which is Ksh.15 billion more than the Ksh.370 billion that has been allocated for the fiscal year that is currently underway (2022/2023).

    The vote to pass the Bill without amendments took place the week before last. And 25 legislators voted in favor of doing so.

    This was more than the number of Azimio La Umoja-allied leaders. Who had pushed for an amendment to give counties Ksh. 407 billion.

    Governors, on the other hand, were not pleased with the decision. And accused the Senate of going against the principles of devolution by voting against it.

    In all of the annals of devolution, the Senate has never once cast a vote in opposition to the principle of devolution. Particularly regarding the expansion of available resources.

    “We call upon the Senate to uphold their primary mandate that county governments are well-resourced for them to perform their functions to the best of their ability.” The Council of Governors said in a statement that their chair Anne Waiguru read on Monday.

    The passage of the bill into law makes it possible to move forward. With compiling estimates of annual expenditures for the fiscal year beginning in 2023/2024.
