Police Arrest Driver in President Ruto Convoy Accident that Killed Foreigner as Victim Identifed
Police have arrested the driver of a government vehicle in President William Ruto’s motorcade after it hit and killed a foreign national on Ngong Road, Nairobi, on Thursday. The incident has sparked concerns about road safety and traffic management, especially involving high-profile motorcades.
According to police sources, the driver, whose name was not disclosed, was briefly detained but later released on cash bail as he awaits his court appearance. Authorities are investigating the circumstances of the accident to determine the driverโs responsibility and whether any traffic regulations were violated. The government vehicle involved in the incident was towed to Kilimani Police Station, where forensic experts are examining it to gather crucial evidence.
The victim has been identified as Edgar Charles Frederick, a 79-year-old British national. His body has been taken to Lee Funeral Home, where a postmortem examination will be conducted to establish the exact cause of death. Reports indicate that Frederick was hit by the convoy while attempting to cross the road near Adams Arcade. Witnesses at the scene reported that he may have had hearing difficulties, which could have prevented him from noticing the approaching motorcade or hearing the warnings from a traffic officer who was clearing the road for the convoy.
Eyewitnesses also claimed that the motorcade was moving at high speed, making it difficult for pedestrians to react in time. “It all happened so fast. The convoy was approaching, and the officers were shouting for people to move, but the old man didnโt seem to hear them,” said one witness.

Following the accident, the National Police Service (NPS) has launched a thorough investigation into the matter. Officials have emphasized the importance of pedestrian safety and the need for greater caution when high-profile convoys are passing through busy roads.
In an official statement, the NPS urged road users, including motorists and pedestrians, to strictly adhere to traffic rules and remain vigilant at all times to prevent accidents. “The National Police Service urges motorists, pedestrians, and all other road users to exercise extreme caution and adhere to traffic rules to prevent accidents. Road safety is a shared responsibility, and we must all play our part in ensuring the safety of everyone on our roads,” the statement read.
Authorities are also reviewing traffic management protocols for government convoys to enhance safety measures and minimize risks to pedestrians and other road users. Meanwhile, legal experts have weighed in on the issue, saying the case could set a precedent regarding the liability of government drivers involved in fatal accidents.
The investigation remains ongoing, with more details expected to emerge in the coming days. The police have assured the public that justice will be served and that all necessary legal steps will be taken in handling the case. The tragic incident has reignited discussions about traffic enforcement, pedestrian rights, and the responsibilities of motorists, particularly those operating official vehicles in high-profile convoys.
