Parliament Summons Treasury CS Over eCitizen Platform Issues
The National Assemblyโs Finance Committee has summoned Treasury Cabinet Secretary John Mbadi to explain the ongoing management and operational challenges affecting the eCitizen platform.
During a Thursday meeting with Treasury Principal Secretary Chris Kiptoo, Committee Chairperson Kimani Kuria raised concerns over system inefficiencies that are disrupting government revenue collection.
Mbadi is expected to appear before the committee within two weeks to clarify why the National Treasury transferred control of eCitizen to the Immigration Department. Lawmakers warned that Treasuryโs limited oversight over the platform, which hosts 18 government services, could lead to revenue losses, security threats, and operational setbacks.
โThe Treasury is responsible for revenue collection. What criteria was used to transfer this role to the Immigration Department?โ questioned Molo MP Kimani Kuria.
Kuria further instructed that both the Treasury CS and PS be summoned next week to provide clarity on the matter.

Lawmakers also pressed Treasury officials on measures to prevent revenue leakage within eCitizen. The officials defended the arrangement, stating that platform management is jointly handled by Treasury and the Immigration Department.
Additionally, the committee scrutinized unpaid retiree benefits amounting to Ksh54 billion, questioning Treasury officials about delayed pension disbursements. The officials assured lawmakers that a transition from manual pension payments to an automated system is set for May 2025.
Other key issues discussed included unrealistic revenue projections, ongoing budget deficits, and expenditure carryovers.
The committee also directed Treasury to reconsider its decision to cut the National Government-Constituency Development Fund (NG-CDF) by 50%, reducing the allocation from Ksh70 billion to Ksh31 billion in the next financial year.
