ODM Internal Report Reveals Why Some Rebels Survived
A report from the Orange Democratic Movement (ODM) disciplinary committee reveals that the National Executive Committee (NEC) made three modifications to the resolutions initially proposed for the expulsion of five party members.
Elisha Odhiambo (Gem), Gideon Ochanda (Bondo), Phelix Odiwuor ‘Jalang’o’ (Lang’ata), Caroli Omondi (Suba South), and Senator Tom Ojienda of Kisumu were expelled from the ODM for violating the party’s constitution.
According to a report obtained by PoliticalPulseChat, the disciplinary committee has recommended that Nairobi Woman Representative Esther Passaris be expelled from the party for opposing ODM’s stance on the Finance Act 2023.
“Indeed during the hearing, she told the Disciplinary Committee that she would defy again and vote in its support again, were the Bill to go back to the National Assembly. She was therefore not remorseful of her act,” read part of the report.
“Her reasons for voting in support of the bill were many and some contradictory to each other: interest of her voters, her conscience, she is in the Housing Committee, so that government has resources, as an MP has the right to vote as she chooses. She knew ODM’s position on the finance bill but she chose to defy.”
However, ODM ordered Passaris to pay a Ksh250,000 fine within sixty days and to submit an apology letter within seven days.
In addition, the initially recommended Ksh5 million penalties for Uriri MP Mark Nyamita and his Rongo counterpart Paul Abuor, who were accused of defying the party, were reduced to Ksh1 million.

A 12-month prohibition from all parliamentary committees and disqualification from any elective or appointive party office was also proposed in the report.
However, the NEC did not implement these recommendations and instead ordered the legislators to write an apology within seven days.
In addition, the disciplinary committee recommended a five-year suspension for four Nominated MCAs, Caroline Opar, Kennedy Agwang’, Peter Obaso, and Regina Kizito, who were accused of failing to attend a consultative meeting of the MCAs of the County Assembly of Kisumu held at Grand Regency Hotel on September 19, 2022.
However, the party expelled the four politicians from its membership.
During a press conference conducted by the ODM on Tuesday, party chairman John Mbadi stated that the decision to expel the MPs was made following a series of meetings with Raila Odinga’s top leadership.
Additionally, he stated that they adopted the resolutions proposed by the disciplinary committee.
