National Assembly to Review Findings on Impeachment of Agriculture Minister Linturi Next Monday

The National Assembly’s special committee investigating the impeachment motion against Agriculture Cabinet Secretary Mithika Linturi will present its report to Parliament next Monday.

The eleven-member committee, approved last week, is looking into accusations against the agriculture minister outlined in the impeachment motion sponsored by Bumula MP Jack Wamboka.

On Monday, National Assembly Speaker Moses Wetangula called for a special session on May 13, during which the committee will report on the validity of the claims against Linturi.

Wetangula stated, “Therefore, I announce to all Members of the National Assembly and the public that, following Article 152(7)(b) of the Constitution and Standing Orders 64(3) and 66, I have set Monday, May 13, 2024, at 2:30 p.m. for a Special Sitting of the House to receive the report from the Select Committee.”

MP Wamboka’s impeachment motion against CS Linturi includes three charges: serious violation of the Constitution or any other law, credible reasons to suspect the CS committed a crime under national law, and severe misconduct.

The allegations involve the procurement and distribution of government-subsidized fertilizer, which is under scrutiny due to concerns about its authenticity.

If the select committee finds the accusations unproven, the matter will not progress.

However, if the allegations are verified, the National Assembly will permit the Cabinet Secretary to respond before making a decision.

Additionally, Wetangula mentioned that during the special sitting on May 13, legislators will address other urgent matters noted by the House Business Committee.

These include Senate amendments to the Division of Revenue Bill (National Assembly Bill No. 14 of 2024) and the report of the Departmental Committee on Finance and National Planning regarding the Ratification of the Multilateral Convention to Implement Tax Treaty-Related Measures to Prevent Base Erosion and Profit Shifting.

Other agenda items include reviewing Senate amendments to the Division of Revenue Bill (National Assembly Bill No. 14 of 2024) and considering the Committee of the Whole House and Third Reading of the National Disaster Risk Management Bill (National Assembly Bill No. 24 of 2023).

The National Assembly started a long recess on May 2 and will reconvene on June 4.
