Museveni Refers Anti-Gay Law Back to Parliament
The ruling National Resistance Movement (NRM) caucus will “return the Anti-Homosexuality Bill 2023 to parliament with proposed amendments.”
On Thursday, government chief whip Denis Hamson Obua announced that President Museveni had agreed with NRM legislators to sign the bill into law after anticipated amendments.
Obua was quoted by Reuters as saying, “We also agree that the Bill will be returned to facilitate the reinforcement and strengthening of certain provisions by our best practices.”

On March 21, Mr. Museveni addressed the NRM parliamentary caucus about Parliament’s controversial legislation, and the resolution was reached.
The NRM claims it made the 20 April decision after “thoroughly examining all relevant issues and reviewing prior discussions on the subject.”
NRM Communications director Emmanuel Dombo tweeted that an unspecified number of independent lawmakers working with the party contributed to the caucus’ “advise” to the president.
In March, the House adopted the controversial Anti-Homosexuality Bill, 2023. At least 389 MPs, the majority of whom belonged to NRM, were present in person. About 40 others followed proceedings via Zoom.
On Thursday, President Museveni’s signature still required for the bill to become law.
