Museveni praises MPs for rejecting ‘imperialist pressure’ on the anti-gay bill
Yesterday, President Museveni and National Resistance Movement (NRM) legislators decided to return the Anti-Homosexuality Act, 2023, to the Committee on Legal and Parliamentary Affairs for a more in-depth review and revisions before consideration for assent.
In a Parliamentary press briefing last night, Government Chief Whip Hamson Obua announced the NRM Parliamentary Caucus resolution.
President Museveni reportedly praised legislators for resisting international pressure. Protecting Uganda’s morality during the bill’s passage in a White House briefing.
“It is commendable that you resisted imperialist pressure. In a press release, President Museveni said, “These imperialists have been wreaking havoc on the world for 600 years, causing so much damage.”
Mr. Obua said the Committee’s legislators will meet at State House Entebbe or Nakasero.
He said NRM National Chairman Yoweri Museveni supported the bill’s main provisions.
“All provisions of the Bill about promotion, recruitment, and publication of homosexual acts have been upheld. There are certain areas that we would like to see in principle, said Mr. Obua.
The Deputy Attorney General raised one of the major concerns that Mr. Museveni had.

Deputy Attorney General Jackson Kafuuzi briefed the caucus and pointed out issues, according to Mubende Municipality MP Bashir Lubega Ssempa.
Section 14 of the Bill requires reporting homosexuality, which is problematic. Mr. Lubega stated, “According to the Attorney General, there is no legal way to compel someone to report, and that was going to be a problem.”
Mr. Obua believes the bill will protect children and others innocently recruited into the practice and encourage others to do so.
“These victims are children; are you planning to criminalize them? Mr. Obua stated, “If they wish to leave, you must punish them with the law.”
He added, “Therefore, for rehabilitation, because the bill as it stands criminalizes that aspect as well, we want to create an opportunity for our children who have been in this act to leave and be protected.”
Butiru County MP Geoffrey Wakooli advised meeting attendees to consider such individuals while in custody.
Mr. Wakooli stated, “And for us, we were arguing that rehabilitation can occur in prison cells, where these convicted individuals can receive special attention.”
