Moses Kuria Tells Raila’s Men in Cabinet: Ruto Chose You to Run Troubled Ministries
Former Cabinet Secretary for Public Service, Performance and Delivery Management Moses Kuria claims President William Ruto has selected allies of opposition leader Raila Odinga for challenging Cabinet portfolios.
Speaking publicly for the first time since President Ruto’s Cabinet reshuffle following youth protests, Kuria suggested Odinga’s allies in the Cabinet will face significant challenges.
Addressing mourners in Kalimbini, Makueni County, during the burial of Nelous Mwende, wife of businessman James Mbaluka, on Friday, July 26, Kuria made these remarks.
Politics dominated the funeral, attended by Makueni Governor Mutula Kilonzo Junior.
Despite not being reappointed, Kuria remains a member of the Kenya Kwanza administration.
President Ruto appointed Orange Democratic Movement deputy party leaders Hassan Joho (Mining, Blue Economy and Maritime Affairs) and Wycliffe Oparanya (Micro, Small and Medium Enterprises Development); party leader John Mbadi (National Treasury and Economic Planning); and National Assembly minority leader Opiyo Wandayi (Energy and Petroleum).
“We achieved a lot but also failed in some areas. In Makueni County, the governor asked me to ensure the county benefits from copper and other mineral proceeds, but I had no answer. Governor, seek Joho for a solution,” Kuria said, sparking laughter.

“Twelve million Kenyans borrowed from the Hustler Fund but refused to repay. We couldn’t chase them all. We turned to Wycliffe Oparanya to help recover the money. In the Mount Kenya region, coffee farmers faced issues with cooperatives not paying them. As the Kenya Kwanza administration, we failed to resolve it. We sought Oparanya’s help. You complained about high fuel costs. When we couldn’t solve it, we picked Opiyo Wandayi for a solution,” he explained.
“The toughest challenge was taxation. With debts, we tried increasing taxes for housing, healthcare, and education programs. It was tough. We picked John Mbadi to find a way to manage government programs so that when taxes increase, we can consult him,” Kuria added.
Governor Kilonzo Junior criticized the Kenya Kwanza government for mismanagement and condemned police brutality against protesters.
“I support peace and a grand coalition government, but I have questions. Did children have to die for old men to enter government? Did people have to suffer for others to gain power? We may silence the youth with guns, but they will remember. We must tell this government it has failed the youth. The appointed officials are old. Some are very old,” the governor stated.
