Meet Beatrice Askul Moe: Ruto’s New EAC CS Nominee
President William Ruto appointed Beatrice Askul Moe to the Ministry of East African Community Affairs (EAC) and Regional Development on Tuesday.
This was the last remaining position that needed to be filled since the President began reorganizing his cabinet.
“His Excellency the President has forwarded the nomination for Cabinet appointment to the National Assembly for their review and approval, as required by our nation’s constitution,” stated Felix Koskei, Head of Public Service.
Moe, a social scientist and consultant, specializes in community affairs management and development, focusing on fostering behavioral and social change in communities.
Before her nomination, Moe was part of the ODM party’s National Elections Coordinating Committee, which was responsible for overseeing party elections and addressing the issue of ticket sales to the highest bidders.
She served alongside Richard Tairo and Emily Awita on the newly established electoral body following the dissolution of the National Elections Board.
In November 2022, Moe was nominated by ODM, along with five others, for membership in the East African Legislative Assembly (EALA).

Previously, she held the role of County Executive Committee Member for Water, Irrigation, Agriculture, and Land Reclamation in the Turkana County Government.
Her past roles also include serving as the director of the Rift Valley Water Services Board and as chairperson of its Technical Committee.
Additionally, Moe has chaired the Audit Committee for the Rift Valley Water Services Board, worked as a Project Officer for AMREF Kenya’s Turkana Project, and served as a Relief Officer for the Oxfam Turkana Relief Program.
She has completed various certifications and training, including a County Induction Course at Kenya School Government during her tenure in Turkana County Government.
Moe also undertook a Corporate Governance Course (CGC) while on the Rift Valley Water Services Board and received training on Audit Committees from KCA University. She also participated in a Training of Trainers (TOT) Course for community-based development by AMREF Kenya.
She has been trained in methodologies for conducting baseline assessment surveys for food security and nutrition improvement projects in Turkana.
