Machakos Governor Wavinya Ndeti Rejects Directive From Ruto’s CS
Machakos Governor Wavinya Ndeti has strongly opposed a directive from Lands Cabinet Secretary Alice Wahome to relocate land records for the Konza region from Machakos to Makueni County.
Through County Lands Executive Nathaniel Nganga and Secretary Muya Ndambuki, the Machakos administration declared it would not comply with an internal memo issued by Ardhi House. The memo proposed transferring land records to Makueni, a move the county views as unlawful.
The officials insisted they would not surrender any part of Machakos territory, especially as the disputed area is part of the Konza Technopolis—a flagship development valued at Ksh1.2 trillion.
“An inter-ministerial report submitted to the Senate by the Standing Committee on Lands and Natural Resources clearly defined the boundaries of Konza City,” Nganga stated.
Nganga also referenced a memo dated November 19, 2024, from the State Department for Lands and Physical Planning. The document, signed by M.A. Maalim, approved the records transfer, aiming for implementation by December 30, 2024.
He noted that the memo sparked public outrage as it sought to alter Machakos boundaries without adhering to the legal procedures outlined in Kenya’s Constitution.

The dispute revolves around the Konza Technopolis, also known as Africa’s Silicon Savannah, a smart city envisioned to drive ICT innovation, infrastructure development, and economic growth. The project, part of Vision 2030, has been integrated into President Ruto’s Bottom-Up Economic Transformation Agenda (BETA).
As a Special Economic Zone, Konza offers incentives such as tax breaks to attract local and international investors. Once complete, the technopolis will host flagship projects including the Kenya Institute of Science and Technology, Konza National Data and Smart City Facilities, and a mixed-use complex for housing and commerce.
It will also feature modern amenities like roads, water systems, waste management, transit services, and fiber-optic connectivity.
The Machakos County stance raises questions about potential government intervention and whether Makueni County will respond to the rejection.
