Kenyan Citizens Brace for Mandatory Health Insurance: KRA PIN Tops List of Required Details
Kenyans will be required to provide their Kenya Revenue Authority (KRA) Personal Identification Numbers (PINs) as part of the mandatory registration procedure for the Social Health Insurance Fund (SHIF).
As detailed in the preliminary Social Health Insurance (General) Regulations for 2024, released by Health Cabinet Secretary Susan Nakhumicha on Wednesday, February 21st, it was stressed that PINs must be provided alongside mobile phone numbers as a mandatory stipulation.
Additionally, individuals in Kenya will need to indicate their employment situation, with the government presenting four choices: employed, self-employed, sponsored, and organized group.

Additionally, as part of the registration procedure, Kenyan citizens will be required to furnish information about their marital status and precise geographical location, encompassing county, sub-county, ward, and postal address.
As per the guidelines, registration will be conducted nationwide within 90 days following the enactment of the regulations.
“The application shall be made in Form 1 set out in the First Schedule to these Regulations and shall be accompanied by a copy of the national identification document of the applicant or in the case of a person without a national identification document, any other document as may be approved by the Authority.
“The Authority shall, upon successful registration, notify the applicant of the registration within fourteen days from the date of the registration. A beneficiary shall provide his or her biometric data at a designated service point,” read the regulations in part.
Alternatively, the regulations allow the government to carry out mobile registration for individuals who are ill, disabled, elderly, under lawful custody, or from marginalized communities.
Change Effected in New Regulations
After reviewing the regulations both before and after public engagement in recent weeks, Gossipa2z noticed that the government removed the provision mandating Kenyans to provide proof of registration to access government services.
Under the previous regulations in 2023, individuals in Kenya who lacked insurance would have been unable to access crucial government services such as student loans, obtaining identification documents, and registering marriages, among other things.
In the meantime, the Cabinet Secretary has extended an invitation to Kenyan citizens to participate in the national review of the preliminary Regulations, scheduled for Monday, February 26th at the KICC.
Information suggests that the proposed regulations, which suggest a 2.75 percent reduction in salaries and income, may be implemented as soon as March 1st.
