Isaac Mwaura: I’ll fill the existing gap between the State and Kenyans
Government Spokesperson Isaac Mwaura has pledged to fulfill all of his responsibilities with diligence in his new position.
Mwaura stated during a Tuesday evening interview on K24 that he would bridge the divide between the government and Kenyans.
“There has been a lacuna and disconnect between what government is doing because there’s a lot that has not been said because there was no a point person to do that,” he said.
Indicating another ‘headache’ he seeks to alleviate, the former Nominated Senator disclosed that the government’s relationship with the media presents a significant obstacle.
“There has also been a challenge of how government has related with the media that we also need to improve. I’m going to play that role to ensure the two are at a good space,” Mwaura added.
Mwaura was designated Kenya’s fifth government spokesman last week.
The High Court ruled that the appointments of 50 Chief Administrative Secretaries (CAS) appointed by President William Ruto in March were unconstitutional.
Mwaura stated that as the government’s spokesman, he will have three primary responsibilities: inform Kenyans of the government’s actions and intentions, explain government actions, and generate news within the government.
“I want to make Kenyans have a government that is more accountable as a spokesman. Kenyans have a right to have more accountable information. It is their right as per Article 35 of the constitution to access information,” he added.
Colonel (Retired) Cyrus Oguna, the current Chief of Staff for Siaya County, formerly held the position of government spokesperson.
While advertising the position earlier this year, the Public Service Commission also disclosed the substantial salary and benefits the position’s holder enjoys.

House allowance is Sh100,000 per month, entertainment allowance is Sh100,000, extraneous allowance is Sh100,000, and domestic servant allowance is Sh100,000. The basic salary ranges from Sh292,765 to 576,120 per month.
Government spokespersons also receive a leave allowance by civil service regulations and government-provided medical coverage.
In addition to holding a degree, the candidate must demonstrate a comprehensive understanding of national development goals, policies, and objectives, as well as the government’s transformation agenda.
Additionally, one must be proficient in both Swahili and English.
“For appointment as Government Spokesperson, a candidate must have served for a minimum period of ten (10) years as a media or communication practitioner, three (3) of which should have been in the grade of Deputy Director, CSG 6/Job Group ‘R’ and above or in comparable and relevant.
This position requires advising government officials on public relations and media strategies, promoting government programs through the media and in communities, and coordinating messaging with government agencies and departments.
The office holder also monitors news coverage and tracks public perception of government policies and initiatives, responds to media inquiries about government actions, drafts and distributes government statements, and provides timely and accurate information dissemination.
