High Court Freezes KNH CEO Evanson Kamuri’s Assets in Ksh634M Corruption Scandal
The High Court has frozen Ksh48.5 million and six pieces of land owned by Kenyatta National Hospital (KNH) CEO Evanson Kamuri, who is implicated in a Ksh634.5 million corruption case.
The order, issued on Friday, June 21, will last for six months as the Ethics and Anti-Corruption Commission (EACC) continues its probe into Kamuri’s alleged misconduct.
Last month, the EACC obtained court orders to freeze Ksh28 million held in two Housing Finance (HF) accounts.
These funds are believed to have been illicitly obtained from the hospital by Kamuri. In an affidavit filed at the Milimani Law Courts, the EACC requested access to various documents related to these accounts, such as opening records, statements, cheques, deposit slips, and other relevant data from January 1, 2019.
The EACC has accused Kamuri of abuse of office, unexplained wealth, conflict of interest, procurement irregularities, and improperly awarding tenders to companies associated with him.
“Preliminary investigations have shown that the public officer has acquired assets worth Ksh800 million, which do not match his known income,” the EACC stated in its application.
The anti-corruption agency also sought electronic evidence from Housing Finance, complying with legal requirements and court orders.
“The petitioner (EACC) requests the court to order the CEO of Housing Finance to appoint an authorized representative to provide a certificate confirming the production of electronic evidence, as per Section 106B(4) of the Evidence Act,” the court document stated.
The court had earlier determined that preliminary investigations by the EACC found Kamuri guilty of abuse of office, conflict of interest, and procurement irregularities.

These charges are related to a tender for the supply, delivery, installation, testing, and commissioning of a medical oxygen-generating plant at KNH.
Kamuri is also associated with another tender for the supply, delivery, installation, testing, commissioning, and support of the Enterprise Resource Planning (ERP) System and its hardware and software components.
“Investigations are ongoing, and the Commission must examine the aforementioned bank accounts through which suspected proceeds of the transactions may have been processed,” the court document added.
The EACC had sought to freeze Ksh10 million in one account and Ksh18 million in another account, both under Housing Finance, for 21 days while further investigations proceed.
The court’s decision to freeze these funds is intended to prevent the dissipation of the monies, which could obstruct the investigation and harm the public.
“For the ongoing investigations, it is essential for the bank to verify the account balances and provide certified copies of account opening documents, statements, cheques, deposit slips, ATM and cash withdrawals, standing orders, direct debits, debit and credit card documents, cash deposit slips, bankers’ books, mandate cards and authorizations, payment vouchers, or any other relevant information for the specified period for the identified account number,” the court ruled.
