Haitian Police Chief Frantz Elbe in Kenya Ahead of Deployment Plans
The Director General of the Haitian National Police Frantz Elbe is in Kenya for a three-day visit ahead of plans to deploy troops to the Carribean country.ย
The delegation is set to hold bilateral security discussions between law enforcement agencies from the two countries.
The team from Haiti led by Elbe met with the Inspector General of Police Japheth Koome on December 13, 2023, at the National Police Service headquarters in Nairobi.
โThe Haitian Police Chief who is leading the Haitian delegation is on a three-day official visit to Kenya for bilateral security discussions between the two law enforcement agencies, till Friday, December 15, 2023,โ a statement from NPS reads in part.
The first team of police officers from Kenya is set to fly to Haiti in February 2024, despite a court ruling blocking the move.
Thirdway Alliance Party leader Ekuru Aukot together with several other petitioners had moved to court, arguing that the Constitution of Kenya restricts the police to only operate within the borders.

Parliament approved the mission after the United Nations Security Council backed Kenya’s decision to deploy officers to the gang-ravaged country.
The talks come after a delegation team from Kenya led by national security advisor Monica Juma and Deputy Inspector General of Administration Police Noor Gabow held talks on Wednesday, December 7, 2023, with Haitian Prime Minister Ariel Henry and several other government members.
According to the Prime Cabinet Secretaryโs statement, the delegation also engaged with members of the High Council of the Transition (HCT).
โA high-level delegation from the Ministry of Justice and Public Security and the NPH will travel to Nairobi in the coming days in preparation for the arrival of this Mission,โ the statement read in part.
Haiti has been experiencing violence, with reports indicating that at least 80% of its capital was under gang control.
In October last year, the countryโs prime Minister Ariel Henry appealed for help from other armed forces.ย
