Govt Announces Introduction of New Salary System for Civil Servants
On Monday, the Government revealed its collaboration with the World Bank to create a fresh, integrated Human Resource system for civil servants, with plans to gradually replace the existing framework.
During The 3rd National Wage Bill Conference hosted by the Salaries and Remuneration Commission (SRC), Amos Gathecha, the Public Service Principal Secretary, mentioned that upon implementation, every civil servant will receive a Unified Payroll Number (UPN).
The PS disclosed that the system had undergone a trial run with the Teachers Service Commission (TSC) and would soon be rolled out to encompass all government workers.
In the new system, the government will oversee the employment records of all civil servants through a centralized system known as the HRIS-Kenya web-based platform.
This system aims to register all government employees, spanning across Ministries, Departments, and Agencies (MDAs), with the government subsequently providing them with new UPNs.
Additionally, the Public Sector stressed that once the system is implemented, the government will prohibit any manual payroll processes in the future.

Between January 2020 and March 2024, the Unified Payroll Numbers (UPN) system produced a total of 540,523 payroll identifiers, as per data from Public Service records.
This comprises 381,742 numbers allotted to teachers under TSC, representing the largest allocation.
Additionally, the Public Service (PS) emphasized that the decision aimed to enhance accountability in the public sector by mitigating the potential for civil servants to receive duplicate or excessive salaries.
In a specific reference, the Public Service (PS) mentioned that an audit performed by the Controller of Budget during the 2020/2021 period showed a difference of Ksh31.2 billion in the numbers reported by the Public Service and the real salaries disbursed to county employees.
Furthermore, the Public Secretary also emphasized the necessity of conducting monthly audits for the counties to unveil the condition of the public service.
All government departments and local administrations must follow authorized staffing structures when recruiting, as all personnel data will be centralized in a single system.
During the system implementation, it’s essential for public entities to adhere to the regulations outlined in the Data Protection Act concerning the uploading of Human Resource Data.
