    Government Press, BCLB now under Presidency in latest changes

    State House has now taken control of the Government Press which has initially been under the Ministry of Interior.

    The move comes as the government prepares to undertake reforms which include modernization and automation of its services.

    In Executive Order No. 2 issued November 2, the Printer as well as the Betting Control and Licensing Board (BCLB) also under the same ministry have been placed under the executive office of the president.

    โ€œBy the authority vested in me by the Constitution and Statute Laws of Kenya, hereby order and direct, that the government of Kenya shall be organized as set out in this Executive Order,โ€ reads the order in part signed by President William Ruto.

    โ€œThat, this Order assigns functions and institutions amongst ministries and state departments as hereunder and this Order supersedes Executive Order No. 1 of 2023 issued on January 6, 2023,โ€ it further states.

    There have been reports that the Printer is being underfunded despite its mandate.

    It prints documents for Ministries, Departments, and Agencies of government and the general public.

    It also produces documents such as budgets, Bills for the National Assembly and Senate, Acts of Parliament, and Gazette Notices.

    While it charges the Ministries and State Departments, it does not charge Parliament for the production of Bills.

    Government Printer Abdi Hassan Ali recently told MPs that the Printer can do more than they are currently doing if it has adequate budgetary allocation.

    Abdi who had appeared before the National Assemblyโ€™s Committee on Administration and Internal Security disclosed that the printer had produced over 42 million documents in the last financial year.

    He further informed the legislators that the Printer has plans to embark on manufacturing exercise books like they used to in the 1990s.

    He noted that the Printer could help bring down the cost of supplying exercise books for the free primary education program which currently costs the Ministry of Education Sh7.8 billion per year.

    Ali revealed that the printer is owed Sh451 million by ministries and state departments for printing services rendered on diverse dates in the recent few years.
