Former CS Declines Ambassadorial Nomination by President Ruto
Margaret Ndung’u, former Cabinet Secretary for Information, Communication, and Technology (ICT), has reportedly turned down President William Rutoโs nomination as Kenyaโs High Commissioner to Ghana.
In a letter dated Thursday, January 9, addressed to the Parliamentary Committee on Defence and Foreign Relations, Ndung’u cited personal reasons for her decision to decline the role.
Her nomination followed her abrupt removal as ICT CS on December 19, after serving just three months. William Kabogo was named her successor. The ambassadorial post was among several appointments President Ruto offered to former government officials after their exit from key positions.
โUnder Section 16 of the Public Appointment, Parliamentary Approval Act 3 of 2011, I regret to inform you that I will not attend the approval hearing as scheduled,โ Ndung’u stated in her letter.

Ndung’u’s decision echoes a similar move by former West Mugirango MP Vincent Mogaka, who also declined Ruto’s nomination as High Commissioner to Ghana in April, citing family obligations.
President Rutoโs list of ambassadorial appointees included former Sports CS Ababu Namwamba as Kenyaโs representative to the UN Environment Programme, Dorothy Angote for the High Commissioner role in Zimbabwe, and Andrew Karanja as ambassador to Brazil.
Mogaka, in his letter to the National Assembly clerk, expressed gratitude for the nomination but emphasized the need to prioritize personal family matters. He noted that stepping aside would ensure sufficient time for the vetting of other nominees.
Ndung’uโs refusal marks the second instance of a senior official rejecting a diplomatic role under Rutoโs administration.
