Expert Predicts Alarming Surge in 2023 KCSE Exam Cheating
Education analyst and advocate Kennedy Echesa believes that this year’s KCSE exams will witness a surge in cases of exam malpractice compared to previous years.
Speaking on Citizen TV’s The Explainer Show on Tuesday, Echesa claimed that the Ministry of Education has been remitting inadequate tuition funds to secondary schools, denying learners the opportunity to receive proper education and practical experience in some subjects, especially Sciences like Biology, Chemistry, and Physics.
As a result, Echesa went on, ill-prepared learners are left with no other choice but to cheat in the exams to make up for their academic deficiencies.

“We are looking at a system where a student has not been in school or a lab because the ministry has not remitted funds and you are expecting this child not to cheat in Chemistry or Biology when he knows nothing that goes on in a lab. It is not because of the school’s mistake but it is because the ministry has not remitted money,” he said.
“This year it will be worse because funding has been at its worst level ever. Out of the Ksh.22,000 that the government funds to secondary school students, the Ministry of Education was only able to fund about Ksh.11,000 shillings.”
Echesa added that after removing textbooks and infrastructure fees, school heads are left with very little cash to run their tuition programs, leaving students in a precarious position.
“This money has not been sustainable throughout this year, meaning our candidates have been ill-prepared, especially for Science subjects,” said Echesa.
“Even when we speak today, the ministry has not given money for the purchase of chemicals used for practicals; they are expecting the principals to take these chemicals on credit which makes running of schools more problematic.”
