Exoneration: EACC Absolves Chiloba in Mortgage Scandal
The Ethics and Anti-Corruption Commission (EACC) has absolved former Director General of the Communications Authority, Ezra Chiloba, of any wrongdoing allegations related to the authority.
The commission’s inquiry concluded that there wasn’t enough evidence to substantiate the claims against Ezra Chiloba and other officials in authority.
On September 26, 2023, the Commission was informed of suspected irregularities concerning the administration of the employee mortgage program at the Communications Authority of Kenya.
“This is to bring to your attention that the matter was closed with no further action under section 25A of the ACECA of 2003,” EACC noted.
The EACC additionally suggested revising the Human Resource Policy & Procedure Manual of the Communication Authority, which was issued in February 2023.
The Commission emphasized the necessity of aligning it with Communication Authority HCA circular number 1B of 2021, issued on March 23, 2021.
A report examining the audit of the CA Staff Mortgage Scheme, conducted under a board directive on May 3, 2023, suggested further investigation into Chiloba’s involvement in the matter.

On September 18, 2023, California suspended Chiloba from the Director General position and appointed Christopher Wambua to serve as acting Director General.
“Following a meeting of the Authority’s Board held on September 18. resulting in the suspension of the Director General, I am pleased to inform all staff of the appointment of Christopher Wambua as a Director General in Acting Capacity effective today till further notice,” the statement seen by Gossipa2z.com read in part.
The committee additionally imposed suspensions on four other officials for purportedly mishandling the staff mortgage program, resulting in significant financial losses for the government.
Additional suspended individuals comprise the directors of Human Resources, Legal Services, and Finance, alongside the Internal Auditor.
“Valuers and Quantity Surveyors (QS’s) involved in professional misconduct of overvaluing properties should be reported to the professional bodies while staff found culpable of colluding with the valuers be sanctioned.”
