Ex-Governor Hints at Ruto’s Plan to Create 4 New Seats After Alliance With ODM
Former Makueni Governor, Professor Kivutha Kibwana, strongly criticized the push for constitutional reforms proposed by certain state actors, describing it as a dangerous move.
Expressing his views on X, Kibwana condemned the motivations behind the proposed changes, arguing that they do not align with the interests of ordinary Kenyans.
He contended that the parties advocating for these reforms aim to increase the public wage bill by introducing the roles of the Prime Minister, two Deputy Prime Ministers, and Leader of the Opposition as suggested by the National Dialogue Committee (NADCO).
In his tweet, he stated, “KKA/ODM (Kenya Kwanza Alliance/Orange Democratic Movement) simply wants to create PM/2DPMs/leader of official opposition per NADCO Report for the comfortable accommodation of the broad-based dynasty partners.”
The Kenya Kwanza administration incorporated ODM into the executive branch after President William Ruto reshuffled his Cabinet in response to the Gen-Z protests in July 2024, appointing opposition leaders to four key positions.
This week, State Legal Advisor Dorcas Oduor told a local media outlet that the timing is ideal for a constitutional review, citing the past 15 years as sufficient to identify areas that need reform in Kenya’s Constitution.
Hinting at her role in overseeing the constitutional reform process, AG Oduor stated, “The constitution is ripe for review, but this must involve the people, parliamentarians, and representatives of the people.”

Drawing comparisons with other African democracies, State Counsel Oduor emphasized, “Not only is it the right time, but our constitution is 15 years old. In South Africa, they reviewed their constitution after 10 years and introduced many new provisions.”
Kivutha criticized the NADCO report’s recommendation to create new top government positions, calling it a political maneuver.
The National Dialogue Committee proposed the establishment and constitutional entrenchment of the Office of the Leader of the Official Opposition as a means of recognizing the importance and legitimacy of opposition parties in the political system.
Additionally, the committee recommended establishing the Office of the Prime Minister in the Constitution to enhance the coordination of the Executive branch’s functions.
Kibwana, who served as President Kibaki’s Advisor on Constitutional, Parliamentary, and Youth Affairs during the drafting and implementation of the 2010 Constitution, played a significant role in its formulation and execution.
