EACC Summons ODM Governor Over Graft Allegations

The Ethics and Anti-Corruption Commission (EACC) has summoned Garissa Governor Nathif Jama Adam over claims of misusing county funds and conducting irregular hiring of staff.

In a letter dated August 19, 2025, the commission said Governor Jama is under investigation for financial misconduct and questionable recruitment processes carried out in Garissa County between October 2022 and June 2024.

The ODM governor has been ordered to appear before EACC investigators at Integrity Centre, Nairobi, on August 25, 2025, at 10:00 AM.

โ€œThe Commission is investigating allegations of embezzlement of public funds and irregular recruitment of employees by the Garissa County Government. To assist in the probe, kindly present yourself for an interview and statement recording,โ€ the letter read in part.

EACC confirmed that the investigation will be led by Simon Cherpka, the Assistant Director of Macro Investigations.

This summons comes shortly after EACC chairperson David Oginde disclosed that nine governors are currently under probe over corruption cases. Speaking on August 12, Oginde said the investigations are at different stages, raising concerns about widespread graft in the counties.

โ€œWe are pursuing nine governors at different levels of investigation. Considering Kenya has only 47 counties, 9 governors being implicated is a very high percentage. And corruption is not only at the topโ€”it extends to other county staff as well,โ€ Oginde stated.

He further noted that corruption is worst in marginalized counties, where leaders divert funds meant for development.

โ€œI have been shocked that some of the hardest-hit counties are the marginalized ones. Instead of improving their counties, leaders siphon money to Nairobi to buy apartments and set up businesses,โ€ Oginde said.
