DCI Announces Cash Reward for Leads on Suspected Serial Killer Collins Jumaisi

The Directorate of Criminal Investigations (DCI) on Monday urged the public to help locate Collins Jumaisi Khalusha, the confessed serial killer linked to the Kware murders and the deaths of 42 women.

In an official announcement, DCI offered a cash reward to any Kenyan whose information led to his capture, though the specific amount remains unspecified.

โ€œA substantial cash reward is available for anyone providing credible leads to the suspect’s arrest. The suspect hails from Shiru Sub-location, Shaviringa Location, Hamisi Sub-county in Vihiga County,โ€ read the statement.

The DCI also appealed for confidentiality in providing information, encouraging anyone with knowledge of Khalusha’s location to call anonymously through the #FichuaKwaDCI hotline at 0800722203 or via emergency numbers 999, 911, or 112.

Khalusha’s escape on August 20 from the Gigiri Police Station, alongside 12 Eritrean nationals, occurred just two months ago.

Reports indicate that the 13 detainees cut through a wire fence and climbed over a perimeter wall to escape, only a month after Khalushaโ€™s arrest on August 20.

Early investigations into the escape led to the detention of five police officers from the station, suspected of enabling the breakout after it was suggested the escapees walked out through the main entrance. All five officers were released on a Ksh200,000 cash bond on August 22 pending further investigation.

Following his arrest in July, authorities secured a search warrant for his residence, uncovering several items believed to be tied to the murders, including 24 SIM cards, eight smartphones, two feature phones, one laptop, a hard drive, two flash drives, a memory card, a machete, 12 nylon sacks, a pair of industrial gloves, a pink handbag, two womenโ€™s undergarments, five rolls of bhang, four rolls of tape, a nylon rope, a reflective jacket, two title deeds, and assorted documents.

While detained, after the discovery of womenโ€™s bodies at the Kware dump site in Mukuru, Khalusha reportedly confessed to killing 42 individuals, including his wife, between 2022 and July 2024.

However, his lawyer refuted claims that the confession was voluntary, alleging that Khalusha was tortured and coerced into confessing.

“He says he was strangled to elicit a confession. It was clear he was distressed, terrified, and in agony,” his lawyer told reporters following the alleged confession.

The escape of a suspect with charges of this magnitude has sparked widespread public outrage, with many Kenyans suspecting a cover-up or mishandling of the case.
