CS Owalo Fires KBC Managing Director Samuel Maina Over Ksh 770B Payout
ICT CS Eliud Owalo has ended Samuel Maina’s role as the interim Managing Director at the Kenya Broadcasting Corporation (KBC) by canceling his contract.
In a letter dated December 19, Owalo accused Maina of unilaterally committing the government to pay more than Ksh770 billion in a lawsuit involving the Kenya Broadcasting Corporation, without obtaining authorization from the Ministry, National Treasury, and the Office of the Attorney General and Department of Justice.
Maina, previously holding the position of KBC’s Editor-in-Chief, faced allegations of instructing the media outlet to make a payment regarding an arbitration case lodged at the London Court of International Arbitration (LCIA).
“The appointment of Mr. Samuel Maina as acting Managing Director is terminated with immediate effect.
“Mr. Samuel Maina should proceed on suspension immediately and disciplinary action instituted against him by the Board,” Owalo added.
Additionally, he designated Paul Macharia, who presently serves as the Communication Economic Expert at the National Communications Secretariat under the jurisdiction of the Ministry of Information, Communications, and the Digital Economy, to act as the Managing Director temporarily.

Macharia’s term will start with effect from Tuesday, December 19, for six (6) months.
Owalo also ordered the KBC board to expedite the process of recruitment of a substantive Managing Director for the corporation.
Maina, a past Vice-President of the Kenya Editors’ Guild, took on the role of Acting Managing Director (MD) at KBC after Naim Bilal departed when his contract ended on March 19, 2022.
The board, while announcing his appointment stated that he was tasked with ensuring continuity and smooth running of the corporation. However, he was asked to fill the position until a successor was appointed via a competitive process.
“The Board takes this opportunity to thank Dr Naim Bilal for his services at the corporation,” a statement by the board confirmed Maina’s appointment.
“All staff members are hereby required to give the acting Managing Director full support and cooperation for efficient and effective delivery of services,” the statement added.
