CS Kuria Moves To Rescue Kawira Mwangaza From Impeachment

The Public Service Cabinet Secretary, Moses Kuria, has urged Ambassador Francis Muthaura to assist Meru leaders in resolving their political disputes.

This occurred days after the Meru County Assembly (MCA) resolved for the second time to impeach Governor Kawira Mwangaza.

“Ambassador I want to ask you to spare some time also and look with an eye of sympathy to what is happening to the great county of Meru,” Kuria stated.

An erstwhile presidential ally of Mwai Kibaki, Muthaura is a retired civil servant with extensive service.

The CS denounced the widespread practice of county assemblies in the Mt. Kenya region to impeach administrators.

“All is not well. I have counted that since the advent of devolution, Mt. Kenya region… our county assemblies have impeached governors 9 times,” Kuria remarked.

“Maybe it’s about time in the spirit of inclusivity, we let other regions also impeach their governors,” he further appealed.

Mountains region counties Kirinyaga, Meru, Embu, Kiambu, and Murang’a have all had their governors impeached since 2013.

Martin Wambora, the former governor of Embu, was twice impeached but managed to complete two terms in office each time.

In 2019, former Kiambu governor Ferdinand Waititu was impeached. In 2015, the MCAs of Murang’a County impeached Governor Mwangi wa Iria, and in 2020, they impeached Governor Anne Waiguru of Kirinyaga.

Waiguru and Mwangi wa Iria had their impeachments rejected by the Senate in 2020, whereas Waititu was removed from office.

“Why only us? Why only the Mt. Kenya region? Is it only us who have got thieves?” the CS asked.

The trend toward impeachment, he added, is contributing to the propagation of a negative stereotype regarding the region.

“We are only one year since we went to elections. There’s not even one report from the Auditor General that is out,” Kuria further stated.

In defense of the troubled governor, he stated, “It saddens me greatly to think that a woman who ran and won an election could be impeached because I am well aware of how difficult that is.”

Mwangaza and the MCAs of Meru County have been engaged in combat since her inauguration as governor a year ago.

The Senate averted the MCAs’ attempt to remove her from office months after she was sworn in as governor, which was unsuccessful.

Governor Mwangaza is scheduled to testify before the Senate, the fate of which has placed her political career in jeopardy.

Using plenary, the Senate will hear and decide Mwangaza’s case within ten days.
