CS Kindiki Unveils New Technology to Spy on Foreigners Visiting Kenya

Interior Cabinet Secretary Kithure Kindiki disclosed plans to implement a security system at border crossings that will be used to profile entering foreigners.

The CS stated before the Senate Adhoc Committee investigating the compensation of the 1998 bombing victims that the security system was part of the government’s plan to combat the influx of foreign criminals.

According to Kindiki, the Passenger Record System (PRS) will profile all immigrants and identify those on “red lists” for criminal activity.

This will then help the government decide whether to deny them entry or apprehend them upon their arrival in Kenya.

Immigration officers and security agencies, including the National Intelligence Service (NIS), will have access to the system.

“The money a person starts their journey to come to Kenya our agencies will be aware of what kind of person it is, whether they are on the red list of suspected criminals and we can decide to either prevent them from traveling to Kenya,” he stated.

“We can also allow them to come so that they give information about who they are and who they are in cahoots within the country.”

Kindiki explained that the system was influenced by terror attacks that had occurred in Kenya in recent years, such as the Westgate, Dusit, and Garissa University attacks.

According to government plans, the system will be installed by 30 June 2024’s conclusion. However, neither the cost nor the installation schedule was disclosed.

“The system will greatly move this country to a different level in terms of border management control,” he stated.

On the other hand, he noted that numerous laws have been enacted to monitor the financing of terror-related activities in the country.

In its determination to thwart terrorist and criminal plots aimed at Kenyans, the government will also continue to share information with foreign agencies, according to the official.
