CS John Mbadi Clarifies Plan to Revive Eco Levy & 48 Other Finance Bill Clauses
Treasury Cabinet Secretary John Mbadi on Thursday dismissed earlier plans to bring back some of the clauses from the defunct Finance Bill 2024.
Mbadi, while speaking during an interview on Citizen TV, clarified that the Bill had already been withdrawn by President William Ruto and there were no possibilities of reviving any of its clauses.
According to the CS, his statements were taken out of context and he only sought clarification on why the eco-levy was rejected.
“Eco levy is not one of the things that we are considering bringing back,” Mbadi clarified while dismissing the potential revival of the clauses.
The CS noted that the bill had gone, stating that many of the clauses contained in the bill were offensive to Kenyans.
“We are not bringing back Finance Bill 2024 that should go out clearly. It is gone, buried and withdrawn,” Mbadi reiterated.

“Many clauses in that Bill were rejected by Kenyans and hence have no space under my regime. I have made it very clear to the President,” he added.
Mbadi’s clarification comes hardly a week after he hinted at reinstating some of the clauses contained in the withdrawn Finance Bill 2024.
The CS, who spoke during the handover ceremony from his predecessor Njuguna Ndung’u, disclosed the significance of revisiting key provisions in the bill that he said could help stimulate economic growth.
“The country must grow. There are provisions that were in the bill that would help the country to grow,” Mbadi stated.
“Our team is already working on some of the proposals that were in the Finance Bill 2024 which we can now put together and see how to take them back to Parliament not as Finance Bill but as other proposals.”
Mbadi noted that once the clauses are prepared, they would undergo extensive public participation.
