Boni Khalwale Calls for Ruto to Suspend Meru County After 3rd Impeachment

Kakamega Senator Boni Khalwale has proposed suspending Meru County because of repeated efforts by ward representatives to remove Governor Kawira Mwangaza from office.

On Thursday, August 8, a motion to impeach Mwangaza, presented by nominated MCA and deputy majority leader Zipporah Kinya, was supported by 49 MCAs.

Despite their efforts, 17 MCAs failed to prevent the impeachment.

The governor was charged with misuse of power, serious misconduct, and breaching the Constitution.

What Ruto was told to do after Meru governor’s impeachment

Khalwale suggested that the solution to the county’s political turmoil would involve suspending the current administration and initiating a new election.

The senator urged President William Ruto to activate Article 192 of the Kenyan Constitution, which outlines the conditions and procedures for dissolving and restructuring a devolved unit.

“The impeachment of the governor of Meru must now invite the president to step in as provided for under Article 192 of the Constitution of Kenya. Namely, initiate the process of suspension of this county government that will eventually pave the way for fresh elections for both the governor and MCAs,” he shared on the X social network.

How a county in Kenya is dissolved

As outlined in the Constitution, the president has the authority to suspend a county government in the event of an emergency caused by conflict, war, or other exceptional situations.

This suspension can only be enacted after an independent commission of inquiry thoroughly examines the reasons, and the president approves the findings with the Senate’s endorsement.

Subsequently, new elections must be conducted in the county within 90 days.

Kawira Mwangaza’s woes

The governor is facing her third impeachment in the past two years, following previous attempts.

In 2022, a Senate committee intervened to protect Mwangaza after her initial impeachment.

A subsequent attempt to remove her occurred in November 2023, but she was once again safeguarded by the Upper House plenary.
