Babu Owino Clarifies Embezzlement of Multi-Million CDF Kitty
Embakasi East MP Babu Owino has strongly denied claims that he mismanaged bursary funds amounting to Ksh77 million.
In a statement issued on Friday, July 4, Babu dismissed a viral social media post as fake, saying it was full of false allegations. The post claimed bursary forms lacked admission numbers, cheques had bounced, and that there was no bursary vetting committee in place. It also alleged that Auditor General Nancy Gathungu never received the necessary acknowledgement receipts.
The outspoken legislator said the accusations were part of a smear campaign by his political opponents, aiming to tarnish his image. He added that the Auditor General had already cleared Embakasi East of any wrongdoing.
“More fake news from desperate and unworthy opponents. The Auditor General cleared us for using the Constituency Development Fund (CDF) effectively,” Babu Owino said.
To support his statement, Babu shared a copy of the Auditor General’s report, which showed that Embakasi East properly used Ksh52.5 million in bursary funds—not the Ksh77 million claimed online.

According to the report, Ksh41.4 million was allocated to secondary school students, while Ksh8.05 million went to tertiary institutions. The remaining amount was used for other grants, all of which were accounted for.
The report confirmed: “Based on the audit procedures performed… I confirm that nothing else has come to my attention to cause me to believe that public resources have not been applied lawfully and effectively.”
However, the Auditor General did raise one issue—the absence of a bursary vetting committee. This goes against Regulation 21(3) of the National Government Constituencies Development Fund Regulations, 2016, which requires each constituency to form a sub-committee to oversee bursary awards, mock exams, and assessments.
Despite this shortcoming, Babu Owino remains firm that no funds were misused and that the allegations are politically motivated.
The Embakasi East MP has been making headlines recently amid reports that he may run for Nairobi governor in the 2027 General Elections.
