Anne Waiguru’s Bold Move to Reform Ruto’s Government Board Selections

Anne Waiguru, chairperson of the Council of Governors (CoG) and governor of Kirinyaga, and Amason Kingi, speaker of the Senate, called for the amendment of the State Corporations Act of 1986 on Friday, June 16.

During the inaugural high-level meeting in Naivasha, the two parties decided to amend section 3 of the act that grants President William Rut the authority to establish corporations and assign them functions, including devolved roles.

As mandated by the Act, Ruto may appoint and revoke appointments without consulting Parliament or County Governments.

“The President may, by executive order, establish a state corporation as a body corporate to carry out the specified functions,” the Act states.

The Act adds, “The President shall assign ministerial responsibility for any state corporation and matters relating thereto to the Vice-President (now Deputy President) and the various Ministers as the President may determine by written directions.”

As a result of several factors, including incompetence, Ruto reshuffled and repopulated government boards following his inauguration.

On Friday, June 15, he appointed six people to various boards and revoked the appointments of seven others.

Delegates at the inaugural high-level meeting in Naivasha also decided to introduce the Devolution Bond to enable the National Treasury to meet requests for Exchequer releases as they become due.

In addition, the Senate and CoG developed a framework for the county governments’ participation in policy formulation and legislation.

The legislators also agreed that the Senate should draft legislation governing the distribution of governors’ pensions.

In addition, they committed to collaborating on the development of legislation to separate the functions of conflicting departments within the Ministry of Finance, namely the Ministry of Finance and the National Treasury.

They stated that Treasury should serve both levels of government equally.

In addition, the Senate was requested to expedite the passage of the Conditional Grants Allocations Bill to facilitate the flow of conditional grants to counties.

“This important convention aims to build synergies in our efforts to champion the cause of Devolution, which will result in accelerated service delivery in Counties,” Waiguru praised the attendees for accepting their invitations.
