Orengo Empowers Deputy with Additional Duties Amid Impeachment Bid

Governor James Orengo of Siaya has expanded the responsibilities of his deputy William Oduol by appointing him to the Siaya County Budget Economic Forum.

By the Public Finance Management (County Governments) Regulations 2015, Orengo appointed the DG along with other county officials in an announcement published in the Gazette on Friday, July 6. Each member will serve a three-year term.

The team will participate in the consultation process during the compilation of county plans, the County Fiscal Strategy Paper, and the Budget Review and Outlook Paper for the county on budgeting, economic, and financial management issues.

Other responsibilities include coordinating and collecting public input during the budgeting process, improving the harmonization of project implementation, funding and assisting the county in identifying its priorities as they budget for programs, and enhancing the coordination between citizens and the government.

County Secretary, County Attorney, Georgia Oketch, Edwin Onyango Radier, Elizabeth Omollo Bonga, Hillary Otieno Omondi, Alex Odour Owino, and others are among the members.

Oduol Impeachment

The new responsibilities arrived weeks after Oduol survived a corruption-related impeachment attempt.

Members of the Siaya County Assembly had accused the DG of disregarding procurement laws and pressuring procurement officers to modify the procedure to their advantage.

Odoul was also accused of purchasing an office chair for Ksh1.1 million, which was C presented as evidence against the DG in the Senate.

On June 8, 42 members of the Siaya County Assembly voted to impeach Oduol after it was determined that the allegations against him were true.
Speaker Amason Kingi announced on June 26 that a majority of senators in the Senate had voted against the impeachment motion.

Article 181 of the Constitution has been complied with as a result of this referendum. “It is important to note that the Senate failed to impeach the Deputy Governor of Siaya, William Oduol, and he will remain in office,” ruled Kingi.
