Arrests Made in Investigation of Missing Treasury Official’s Case

Wednesday, the Directorate of Criminal Investigations arrested two employees. At the residence of missing former Treasury official Tom Fred Mokaya Osinde. In Ngata, Nakuru County, as they stepped up their investigation into his disappearance.

Simultaneously, the investigators spent more than four hours conducting a search and questioning workers at the 10-acre farm residence.

“We have conducted a thorough search of a 10-acre section of the expansive farm where Mr. Mokaya’s home is located. We traversed roughly seven acres. This is part of the investigation into the disappearance of the former Treasury official, according to Ms. Donatta Atieno, a sub county criminal investigations officer in Rongai.

“We have also interrogated workers at the facility, and we have arrested two of them to further our investigations.” Currently, the two are being detained at the Menengai Police Station. Ms. Atieno added, “We are currently pursuing crucial leads and making significant progress in our investigations.”

She disclosed that the suspects in custody are being investigated for the crime of abduction and that they were taken to court on Wednesday evening, where police requested custodial orders and were given 21 days to complete their investigations before appearing in court again.

Additionally, investigators have seized more than five mobile phones from employees who were present when he vanished.

Ms. Atieno stated that the phones have been submitted to a forensic examination to determine their communication with Mr. Mokaya.

She stated that two electrical switches in his home’s upper floor had been vandalized to determine whether they were damaged before or after he went missing.

His phone is not connecting. It was most likely turned off in Nakuru hours after he left for his home in Nyamira. Today’s agenda included determining the likelihood of capturing this person alive or dead. Additionally, if we can acquire a gravesite, we can make progress. “We also examined the septic tank,” she added.

Mr. Mokaya is the brother of the late Ambassador Ken Osinde, the former Chief of Staff in the office of then-Vice President William Ruto (now President). Osinde also served as Kenya’s ambassador to Germany from 2010 to 2014, before becoming chief of staff at the Harambee House Annex. After a brief illness, he passed away in October 2021 at a hospital in Nairobi.

According to Ms. Atieno, they searched the homestead to obtain leads that would aid the ongoing investigations.

To locate Mr. Mokaya, the detectives have expanded their search to include his Ngata and Nyamira residences.

DCI officers from the Crime Research and Intelligence Bureau (CRIB) and Rift Valley region and Rongai sub-county searched.

After more than four hours of searching, however, nothing was found, and the search was postponed until Thursday morning.

“The victim is a celebrity. Our fundamental value is to safeguard life and property. Determining his whereabouts regardless of whether he is still alive or dead, until we are satisfied is therefore our objective. We cannot confirm his death at this time,” the senior detective added.

“We’re pursuing multiple avenues, have expert leads, and are combining our efforts with the help of officers from DCI headquarters, the county, and my office as head of investigations.” “We assure the public and the family that if there are any individuals involved, they will be held accountable,” she said.

According to his family, Mr. Mokaya was traveling from his Ngata residence in Nakuru to his rural home in Borabu, Nyamira County, when he disappeared.

On June 22, Mr. Mokaya’s vandalized black Land Cruiser LC300 was discovered abandoned along the Sikawa-Enoosaen road in Ilpashire, Trans Mara West, Narok County.

The car’s license plate, battery, and radio were missing, indicating vandalism.

To determine his whereabouts, detectives are currently using documents found in the vehicle.

Trans Mara West sub-county police commander Jamlek Ngaruiya stated that the car was discovered abandoned on the side of the road on June 22, nearly five days after he disappeared.

The family appealed for assistance last week, requesting that anyone with knowledge of his whereabouts contact them or file a report at the nearest police station.
