ODM Releases List of MPs Who Ignored Discipline Summons Over Finance Bill Vote
On Tuesday, June 20, the Orange Democratic Movement (ODM) party released a list of members of parliament who disregarded disciplinary summonses issued against them for not voting on the Finance Bill 2023.
Rarieda lawmaker Otiende Amollo and his Lang’ata counterpart Phelix Odiwuor alias Jalang’o were both accused of ignoring show course letters.
In addition, ODM claimed that Amollo, Jalang’o, and eleven others disregarded the 48-hour ultimatum issued on Thursday, June 15.
Edwin Sifuna, the party’s secretary general, did not indicate whether the thirteen legislators explained why they did not respond to the letter.
Mark Nyamita of the Uriri Constituency, Titus Khamala (Lurambi), Gideon Ochanda (Bondo), and Joseph Oyula (Butula) also defied the ultimatum.
John Ariko (Turkana South), Paul Nabuin (Turkana North), Wilberforce Oundo (Funyula), and Fatuma Masito (Kwale Woman Representative) did not respond to Thursday’s directive.

Sifuna, however, confirmed receipt of Nairobi Woman Representative Esther Passaris’s response to the letter requesting an explanation.
Aden Adow, Elisha Odhiambo, and Caroli Omondi (Suba South) also responded to the disciplinary letters on behalf of Wajir South and Gem, respectively.
The three were sanctioned, along with Passaris, for voting in favor of the bill during its Second Reading, which was against the party’s position.
Sifuna indicated that the legislators’ fate would be determined in due time.
“The responses so far received are being processed by Rule 11 of the ODM Disciplinary Committee (Practice and Procedure) Rules, 2022, and the affected members will be informed of the verdict in due course,” read a portion of the statement.
In addition, the Raila Odinga-led party extended an apology to Ruaraka MP TJ Kawang’ for his inclusion on the disciplinary list.
During the Finance Bill debate, Kajwang’ was absent from the chamber due to a two-week suspension.
