Kenya Defies Sudan’s Opposition to Ruto Leading IGAD Mediation Team

General Abdel Fattah al-Burhan, one of the disputants, has objected to Kenya’s leadership of the Sudan mediation initiative, but the government has disregarded his concerns.

State House Spokesman Hussein Mohamed said in a statement to the news media on Friday evening that Kenya remains committed to regional and international initiatives and will continue to actively seek peaceful and sustainable resolutions to conflicts in the region.

Thursday, Foreign Affairs Principal Secretary Korir Sing’oei indicated that the government would continue to be guided by the decisions of regional and international mechanisms as opposed to the perspectives of any conflicting party.

Mohamed noted that Sudan presided over the IGAD Heads of State and Government session that deliberated and adopted resolutions granting Kenya the chairmanship of the IGAD quartet on resolving the Sudanese crisis.

“The IGAD roadmap for the resolution of the conflict in the Republic of Sudan was formulated by the assembly of Heads of State and government, the highest governing body of the regional organization,” stated Mohamed.

The State House Spokesperson stated, “Kenya, like every other IGAD member state, is required to comply with these resolutions. Notable is that Sudan presided over the summit of state and government leaders that deliberated and adopted these resolutions.”

Sudanese Army General Abdel Fattah al-Burhan opposes President William Ruto’s chairmanship. Arguing that Kenya is not neutral and continues to harbor Rapid Support Forces (RSF) rebel leaders.

General al-Burhan is engaged in a power struggle with the paramilitary RSF, led by General Mohamed Hamdan Dagalo of Sudan.

On June 12, 2023, in Djibouti, Kenya was elected Chair of the IGAD quartet to resolve issues in Sudan. The other members of the quartet are Sudan, South Sudan, and Ethiopia.

President Ruto concludes his remarks to the media in Djibouti by stating. “Kenya commits to meeting with the new Sudan Generals to find a lasting solution to the crisis.”
