ODM Takes a Firm Stand: Esther Passaris and 3 Others Face Consequences for Supporting Ruto Finance Bill
On Thursday, June 15, the Orange Democratic Movement (ODM) initiated disciplinary action against four Members of Parliament who supported the Finance Bill 2023’s Third Reading.
Esther Passaris (Nairobi Woman Representative) and Elisha Ochieng Odhiambo (Gem MP) are among those who will face disciplinary action.
Other members include Aden Adow Mohamed (MP for Wajir South) and Caroli Omondi (MP for Suba South).
“The Party has received numerous complaints from its general membership regarding its National Assembly members’ conduct during yesterday’s vote on the Finance Bill, 2023.
Part of the statement read, “The Party has therefore initiated disciplinary proceedings against the members.”
In addition, the party indicated that it would take disciplinary action against 24 lawmakers who were absent Tuesday, June 14, during the debate on the Finance Bill 2023.

Embakasi East MP Babu Owino, John Mbadi (nominated), Lang’ata MP Phelix Odiwuor (Jalang’o), and Bondo MP Gideon Ochanda were absent during the debate.
TJ Kajwang, a representative from Ruaraka, and Mark Nyamita, a resident of Uriri, were also on the list.
“By the party’s disciplinary regulations, notices to show cause have been issued to the aforementioned members.
“They are expected to respond within the next 48 hours,” Secretary General Edwin Sifuna directed.
Azimio la Umoja had decided to oppose the Finance Bill 2023 in its entirety due to what they deemed to be excessive tax proposals, such as the 1.5% Housing Fund.
During the Tuesday debate, however, Kenya Kwanza prevailed as they supported the bill in its second reading stage with 176 votes.
Only 81 Members of Parliament opposed the Bill. Githunguri Member of Parliament Gathoni Wamuchomba of the United Democratic Alliance (UDA) was among those who opposed it.
