Ruto takes decisive action: PS Josephine Mburu fired and KEMSA Board dissolved
On Monday, May 15, President William Ruto terminated Josephine Mburu’s appointment as the Principal Secretary of the State Department for Public Health and Professional Standards due to alleged misconduct within the Kenya Medical Supplies Authority (KEMSA).
In a statement signed by the Chief of Staff and Head of the Public Service, Felix Koskei, the president revoked the chairman’s appointment and dissolved the entire board.
Therefore, the head of state appointed Irungu Nyakera as board chairman and reconstituted the entire board with four new appointees: FCPA Hezbon Oyieko Omollo, Bernard Kipkirui Bett, Dr. Jane Masiga, and Jane Nyagaturi Mbatia.
In addition, the president suspended Terry Ramadhani as CEO of KEMSA, along with eight other staff members, including Martin Wamwea (MOH) and Lenson Kariuki (MOH).
Pauline Duya (MOH), Livingstone Njuguna (MOH), Dr. Charles Kariuki Chege (MOH), Justus Kinoti (KEMSA), Cosmas Rotich (KEMSA), and Anthony Chege (KEMSA) are additional examples.
Ruto concurrently appointed Dr. Andrew Mutava Mulwa as acting CEO of KEMSA.

The president instructed the new management to ensure the legality of the Authority’s procurement procedures.
Ruto assured Kenyans that his government would rebuild the KEMSA supply chain management system to ensure its effectiveness and accountability.
“Therefore, by the Administration’s health policy of ‘leaving no one behind,’ the Administration will spare no effort in rebuilding the KEMSA supply chain management system to ensure efficiency and accountability in the provision of medical supplies to all health facilities in our country,” the head of state stated.
Josephine Mburu was dismissed after five months in office.
The Global Fund was forced to cancel a Ksh3.7 billion tender for mosquito nets due to KEMSA’s irregular procurement procedure.
This is because the foreign agency determined that the three qualified companies by KEMSA submitted improper bids. In addition, the companies disqualified by KEMSA met the requirements.
The procurement procedure was flagged after the foreign agency criticized the procurement committee for favoring certain bidders.
