    Unlocking Lasting Peace: Mudavadi Urges Regional Leaders on DRC

    Musalia Mudavadi, the Prime Cabinet Secretary, has lauded the peace, security, and cooperation framework (PSC) members for their efforts to restore peace, security, and stability in the Democratic Republic of the Congo, Sudan, and the entire Great Lakes region.

    Upon the restoration of peace and stability in the region’s affected nations, he characterized the current level of progress as a path toward a common objective that will aid in the establishment of a regional economic community.

    He represented President Ruto at the 11th High-Level Summit of the Regional Oversight Mechanism of the Peace, Security, and Cooperation (PSC) Framework for Heads of State and Government in Bujumbura, Burundi.

    “I urge all of us to contribute our political goodwill, efforts, and support to the full realization of the Luanda-Led Peace Process and EAC-Led Nairobi Process to restore peace and stability in Eastern DRC. We must be able to support our processes, as we are the only ones capable of delivering lasting peace to the Eastern DRC.” Mudavadi told the summit.

    The summit’s agenda centered on assessing the security situation. In the Eastern Democratic Republic of Congo (DRC), the Republic of Sudan. And the Region as a whole for member states to deliberate on the next steps.

    Mudavadi stated that Kenya. Under the leadership of President William Ruto. Is strongly and completely supportive of the regional member states’ initiative. To ensure no lives are lost and no property is destroyed to restore normalcy to the region’s affected countries. The Democratic Republic of the Congo and Sudan being the most recently affected.

    “It is disheartening that, despite the progress made in the region, several challenges persist or have intensified, including the current deteriorating security situation in Eastern DRC, particularly in Ituri and North Kivu, where reports indicate a significant escalation of fighting and targeted killings,” said Mudavadi.

    Illicit exploitation and trade of natural resources, violations of human rights, and precarious humanitarian situations characterized primarily by prolonged displacements and weakened livelihoods continue to be major concerns in eastern DRC. Mudavadi remarked that such occurrences are inadmissible and demanded immediate action through the Peace, Security, and Cooperation (PSC) Framework.

    Mudavadi continued by stating that there have been omissions and commissions on the part of various Eastern DRC actors, some of whom would never want to see a stable DRC.

    He told the summit, “We must therefore remain resolute and vigilant in our fight against this theft and work together to find our solutions to our problems.”

    Mudavadi added in his remarks, “I commend President Felix Antoine Tshisekedi and the courageous people of the Democratic Republic of the Congo for their resilience as we work to find a lasting solution to the protracted conflict and embark on a path to economic development.”

    Several meetings have already taken place as preliminary steps toward the development of a road map for the revitalization of the Peace, Security, and Cooperation Framework for the DRC and the Region.

    The first, second, and third East African Community Heads of State conclaves initiated the Nairobi Process to address the peace and security situation in Eastern DRC.

    During the Conclaves. The Nairobi Process identified two tracks (Political and Military/Security Enforcement) as crucial. To finding a lasting solution to peace and stability in the Eastern DRC.

    At the 22nd Ordinary Summit of the EAC Heads of State and Government, held in Arusha, Tanzania. In July 2022, the Nairobi Process was mainstreamed into the EAC. By invoking Article 4 of the EAC Protocol on Peace and Security. Thereby giving birth to the EAC-Led Nairobi Process on Inter-Congolese Dialogue.

    The Summit then appointed H.E. President (Rtd.) Uhuru Kenyatta as Facilitator to promote peace and oversee the implementation of the Nairobi Process, as stipulated in the modality for the Establishment and Functioning of the EAC Panel of Eminent Persons and the Deployment of Special Envoys/Representatives.

    Significant progress has been made. Including the establishment of the headquarters of the Joint Regional Force of EAC in Goma. The deployment of forces by Burundi, Kenya. And Uganda by the agreed framework, and the operationalization of the EAC Peace Facility. To support the EAC-led Nairobi Process. noted Mudavadi

    In addition, on 7 November 2022. A consultative meeting held alongside the United Nations Framework Convention. On Climate Change (COP-27) in Sharma El Sheikh, Egypt. And from 28 November to 6 December 2022, the Third Session of the EAC-Led Nairobi Process. Of the Inter-Congolese Consultations was held in Nairobi.

    Alternatively, and simultaneously, the Luanda-Led Process On November 23, 2022. President Joo Lourenco of Angola hosted a Mini-Summit. On Peace and Security in the Eastern Region of the DRC in Luanda. Presidents of Burundi, DRC, and Rwanda were present at the meeting.
