Duale’s Military Devolution: A New Era of Change

On Friday, May 5, Defence Cabinet Secretary Aden Duale announced plans to decentralize the military nationwide in response to security threats.

During his testimony before the Senate Standing Committee on National Security, Defence, and Foreign Relations, the CS stated that the move would enable officers to respond swiftly to any security concerns that may arise.

The Kenya Defense Forces (KDF) stated that the plans were advanced and would be revealed in due time. However, the specific counties slated to be the first recipients remain unknown.

In addition, the CS stated that the government was working to improve military technology in preparation for operations similar to North Rift.

“We continue to rebuild our capacity to respond to threats to human security, enhance our capacity for military industrialization and innovation, and expand our training facilities.

As per the statement, “We will be adequately armored to combat threats from land, airspace, territorial waters, and cyberspace.”

As the government moves forward with the devolved plan, the CS reaffirmed its commitment to the welfare of soldiers and their families through initiatives such as KDF-sponsored schools.

“We want to guarantee that the families of our soldiers have access to the best medical care in our facilities.

“Additionally, we want their children to have access to robust KDF-sponsored schools so that the soldiers can perform well in operational areas,” he said.

Despite this, he emphasized that the military still faced numerous obstacles, such as a decline in budgetary allocation and the encroachment of military land.

Notably, Duale’s statement coincided with calls for the construction of military bases in the North Rift to combat banditry in the region.
